The US government has implemented an ambitious set of policies designed to combat human trafficking and sex trafficking in women and girls in particular. This article argues that anti-trafficking discourse and policy can be understood as a project to sustain and strengthen US power. This power has been wielded through the use of foreign aid, which influences the actions of both state and non-state actors overseas. Existing policies reinforce unilateralism and executive-branch dominance. Policymakers have also used gender strategically to moralize their actions and assert global leadership on this issue. Gender is thus deployed to serve US interests.

Obama's health care initiative HealthCare.gov went live on October 1, 2013. It was plagued with problems. Furthermore, the President promised that if people liked their current health care plan, they could keep it. People were shocked when they started to receive cancelation notices from their insurance companies. Republicans seized on the opportunity to savage the president, his administration, and his health care program. Obama's approval rating was anemic and on November 7, he was interviewed by Chuck Todd and on November 14, 2013, Obama held a press conference to try to mend his image. His defense relied heavily on mortification, corrective action, and minimization but also contained instances of defeasibility, bolstering, and transcendence. This essay uses Image Repair theory to analyze and evaluate the President's image repair effort.

Compter : l’invention de la statistique des fonctionnaires en France (1890-1930)

Civil servant statistics in France were invented on the margins of the state during the period from 1890 to 1930. This invention came out of activist and/or professional rationales that were desynchronized with the drafting or application of polices for reducing the number of government employees. There were three successive phases. At the dawn of the xx^th century, civil servants were counted in order to inveigh against “functionarism” and “depopulation”. During the decade before World War I, counting them was a matter of improving the expertise of statisticians. Between the two World Wars, sharp cuts were made in personnel, while civil service statistics were held in abeyance. By focusing on how civil servant statistics have been produced and used, the approach proposed herein sheds new light on a persistent but paradoxical discourse in France that ignores how many civil servants there are while claiming that there are too many.
