Efficient designs based on orthogonal arrays of type I and type II for experiments using units ordered over time or space

For a wide variety of applications, experiments are based on units ordered over time or space. Models for these experiments generally may include one or more of: correlations, systematic trends, carryover effects and interference effects. Since the standard optimal block designs may not be efficient in these situations, orthogonal arrays of type I and type II, which were introduced in 1961 by C.R. Rao [Combinatorial arrangements analogous to orthogonal arrays, Sankhya A 23 (1961) 283–286], have been recently used to construct optimal and efficient designs for many of these experiments. Results in this area are unified and the salient features are outlined.

Penalty guided genetic search for redundancy optimization in multi-state series-parallel power system

This paper presents a genetic algorithm (GA) for parallel redundancy optimization in series-parallel power systems exhibiting multi-state behavior, optimizing the reliability subject to constraints. The components are binary and chosen from a list of products available in the market, and are being characterized by their feeding capacity, reliability, cost and weight. System reliability is defined as the ability to satisfy consumer demand and is presented as a piecewise cumulative load curve. In GA, to handle infeasible solutions penalty strategies are used. Penalty technique keep a certain amount of infeasible solutions in each generation so as to enforce genetic search towards an optimal solution from sides of, both, feasible and infeasible regions. We here present a dynamic adaptive penalty function which helps the algorithm to search efficiently for optimal/near optimal solution. To evaluate system reliability, a fast procedure, based on universal generating function, is used. An example considering a multi-state series-parallel power system is solved considering both homogeneous and heterogeneous types of redundancy. Also an example considering price discounts is solved. The effectiveness of the penalty function and the proposed algorithm is studied and shown graphically.

本文介绍了品种稳定性分析适应性参数法的特点和统计方法，编制了相应的ＢＡＳＩＣ程序，同时结合了Ｆａｉｎｌｙ回归分析法，计算方便，提供信息量大，并增加了绘图功能，供农业科研和生产应用。     

“平等”之道德立法原理新论

平等，是人类文明的内在道德立法原理。从蒙昧时期到野蛮阶段，自然主义平等充任着人类生活的普遍准则；国家诞生后，权力主义等级内平等充当着人类文明的内在道德立法原理；进入近代社会，等级平等原理被人人平等原理所取代，由此建立起人类中心主义的现代文明，这种文明制造了人与自然间的不平等。因此，当代人类应重建普遍平等之道德立法的价值尺度原理，这一普遍平等原理的内在本质是普遍利益权利；其存在论原则是自然平等、万物平等、生命平等；其生存论方向是人人存在人权平等和公民生存权利平等。     

Bandwidth selection for local linear regression smoothers

Summary. The paper presents a general strategy for selecting the bandwidth of nonparametric regression estimators and specializes it to local linear regression smoothers. The procedure requires the sample to be divided into a training sample and a testing sample. Using the training sample we first compute a family of regression smoothers indexed by their bandwidths. Next we select the bandwidth by minimizing the empirical quadratic prediction error on the testing sample. The resulting bandwidth satisfies a finite sample oracle inequality which holds for all bounded regression functions. This permits asymptotically optimal estimation for nearly any regression function. The practical performance of the method is illustrated by a simulation study which shows good finite sample behaviour of our method compared with other bandwidth selection procedures.

国家文明的重要标志是制度文明，制度文明的道德立法原理乃是平等。人类追求平等的历程，表征为不断创建新的制度文明的历程；反之，人类创建制度文明的历程，同样是不懈探索平等生存发展的历程。平等的观念、思想来源于自然，萌生于人类前文明时期；国家诞生之后，这种自然平等观念、思想演变为等级式平等的制度立法原理；近代革命以来，人类中心主义的人人平等思想，成为现代人类制度的道德立法原理。人本中心论的人人平等的制度文明，从根本上忽视了自然权利、万物生命权利的平等这一存在事实，把人类引上片面征服和掠夺的道路，导致了人与自然之生态链的断裂。当代制度文明应该建立在物权与人权普遍平等的基础上。物权和人权普遍平等，构成了当代人类制度文明创建的道德立法原理。
