公民参与公共服务的有序性和有效性并非直接相关,可以从有序性和有效性两个维度分析公民参与及其治理效能的关系.为提升治理效能,以程序性规则为核心的制度设计能更为充分地保障公民有序有效参与公共服务,实现公民与政府之间的良性互动与有序合作.基于全过程民主、程序性权利和共同体秩序等公民参与的程序性价值维度考量,再以环境保护领域中的公民参与为例,从公开公示机制、意见表达机制、回应吸纳机制、监督评价机制和责任追究机制等方面构建公民全过程参与制度,并探索公民参与的方法和策略.通过公民参与的程序性价值内化、方法创新与技术转型来推进治理体系和治理能力现代化.  相似文献

Women entered the paid workforce in unprecedented numbers during the 20th century. Yet recent years have been witness to a creeping reversal in women's labor force participation. Why did the revolution stall? In response to debates over a “natural” limit to women's employment, or a cultural backlash against the dual-breadwinner household, we consider an alternative explanation, namely whether immigration has slowed the growth in female labor force participation. Using CPS data from 1998 to 2018, we show that the increase in the share of immigrants and children of immigrants in the population has reduced overall female labor force participation. However, immigration accounts for relatively little of the retreat from the labor force. Instead, the compositional effect of population change is overshadowed by behavioral shifts that affect both natives and immigrants. Lower participation rates among native-born women accounts for most of the overall decline. Despite persistent differences, we also find substantial convergence in the labor force behavior of native-born and foreign-born women, which bodes well for the long-term economic incorporation of immigrants and their children.  相似文献

L'action de l'OIT pour le développement durable s'est d'abord organisée autour des notions de «transition juste» et d'«emplois verts», en lien avec la protection de l'environnement. Aujourd'hui, les objectifs du développement durable devraient permettre à l'Organisation de se saisir pleinement de la dimension sociale du développement durable, grâce à l'ODD 8, qui mentionne le travail décent, et à la cible 16.7 sur la participation à la prise de décisions. L'auteure examine comment l'OIT pourrait promouvoir l'expression collective des travailleurs dans le contexte du débat sur un «avenir du travail durable» et cherche à déterminer qui doit avoir un droit d'expression et comment celui-ci doit s'exercer.  相似文献

ABSTRACT

There is a dearth of studies on age-related patterns of political activism in Malaysia, specifically on young people’s patterns of political participation relative to their elders, and in relation to the rich literature that has developed in Western democracies. By analysing survey data from Wave 6 (2010–2014) of the World Values Surveys (WVS), this study aims to investigate the differences in political engagement between younger and older people in Malaysia, including new repertoires outside the mainstream politics, by addressing the question of whether young Malaysians are more active in political activities compared to older groups. The findings conform to the expected patterns in the literature that young people are less likely to participate in conventional political activities than their respective elders. However, we find no significant differences for unconventional political participation. The study further shows that demographic indicators such as the levels of education, gender and ethnic group belonging do not appear to be linked to the age gap between youth and their elders in political activism. As such, the study provides evidence that young people in Malaysia are less likely to be politically active than their elders and that this is not clearly attributable to the socio-demographic factors analysed.  相似文献

Sustainability objectives have been recognized by the ILO primarily in terms of the impact of environmental protection in the form of “just transition” and “green job” initiatives. Arguably, the Sustainable Development Goals (SDGs) now offer richer scope for ILO engagement with social sustainability. This can be attributed to the prominent recognition of “decent work” in SDG 8 and the need for “responsive, inclusive, participatory and representative decision-making at all levels” in SDG target 16.7. This article examines how the ILO could further promote collective worker voice in the context of debates over a sustainable “future of work”, particularly considering to whom voice is given and how it is exercised.  相似文献

Social media have been widely credited for facilitating young people’s political engagement, most notably by providing a conducive platform for political expression. There has been comparatively little attention, however, to the possible pitfalls for young people when they engage in politics on social media. In this study, we seek to redress the overemphasis on the strengths and connectivity of social media by attending to how young people negotiate their drawbacks and disconnectivity. Through in-depth interviews with young participants of Hong Kong’s Umbrella Movement, we examine the choices and motives regarding mediated (non-)participation among a group of politically active youths. Our findings revealed that these young people’s social media ambivalence emerged from the major participatory experience. Despite their active and open informational sharing and political expression on social media alongside their in-person participation during the eventful protest, many young participants became wary of such expressive use owing to their perceptions of de-energization, disconnectedness, and disembodiment. Instead of completely withdrawing from political activities on social media, these politically inclined and technologically savvy youths embraced “disconnective practices” – passive engagement (lurking), selective expression (moderation and exposure-limitation), and offline participation (embodied collective action) – to avoid the overwhelming, fractious, and inauthentic conditions of mediated participation.  相似文献

Men's limited movement into female occupations has been identified as a key barrier to future declines in occupational sex segregation and achieving greater gender equality. So why are men so reticent to enter jobs normatively regarded as female? Drawing from qualitative interviews with multiple stakeholders in four female‐dominated occupations in Australia, this article documents the processes that influence men's employment in gender‐atypical jobs. Gender essentialism is central to many processes that generate and/or stall changes in men's representation in female‐dominated occupations. While gender essentialism's role in producing and reproducing occupation sex segregation is well known, its role in reducing occupational sex segregation is a critical process which has previously received limited attention. This study investigates gender differences in recently arrived migrants’ labour market activity and occupational status both shortly after arrival and with increasing length of stay. We examine the role of education, household composition and traditional gender role values by estimating multi-group multilevel models based on three waves of the New Immigrants to the Netherlands Survey. In line with findings regarding gender gaps in labour market behaviour, recent female migrants are less active on labour market than their male counterparts, and we observe a clear motherhood penalty and fatherhood premium on the number of hours worked. Men and women show only marginal differences in their occupational statuses. Changes over time do not differ between men and women, indicating persistent gender inequality in labour market attainment. Moreover, interesting differences between the nationalities were found. Polish migrants show the highest activity levels and lowest occupational status, also when compared to Bulgarians. Spanish migrants hold the highest occupational statuses. Recent Turkish migrants seem to be better integrated and show fewer gender differences than the more established Turkish minority in the Netherlands.  相似文献

According to the UN Convention on the Rights of the Child and Swedish legislation, children have the right to participate in child protection proceedings. The aim of this paper is to describe and analyse the notion of age and maturity in child protection proceedings in order to elucidate how these aspects could influence children's rights to participate. We focus on the view of three groups of actors involved in child protection proceedings in Sweden—social workers, lawyers, and laypersons in social welfare boards and administrative courts—and on how children's age and maturity should be taken into consideration in decisions on their participation in court. The analysis is based on survey data. The study found that social workers, laypersons, and lawyers have different views on when children are old enough to have the right to litigate in court. Additionally, there is no consensus on how the maturity of the child can be assessed to inform the decision about participation. More discussion is needed about what competences a child needs to participate in court and to what extent this right should be limited by their age. Importantly, courts and decision‐making proceedings can be made more child friendly.  相似文献
