L'adoption par l'OIT d'une approche fondée sur la durabilité et ses conséquences sur le droit d'expression collective des travailleurs

L'action de l'OIT pour le développement durable s'est d'abord organisée autour des notions de «transition juste» et d'«emplois verts», en lien avec la protection de l'environnement. Aujourd'hui, les objectifs du développement durable devraient permettre à l'Organisation de se saisir pleinement de la dimension sociale du développement durable, grâce à l'ODD 8, qui mentionne le travail décent, et à la cible 16.7 sur la participation à la prise de décisions. L'auteure examine comment l'OIT pourrait promouvoir l'expression collective des travailleurs dans le contexte du débat sur un «avenir du travail durable» et cherche à déterminer qui doit avoir un droit d'expression et comment celui-ci doit s'exercer.     

新时代中国马克思主义发展的文化之维

中国特色社会主义进入新时代,这是党的十九大作出的重大政治判断.新时代开启新征程,赋予中国马克思主义从文化维度发展的新使命.新时代中国马克思主义发展的文化之维,就是要不断打造蕴含马克思主义的优秀文化成果,通过这些“硬通货”不断满足人民的精神文化需求,并在国际间的交流交融中增强马克思主义影响力,开创马克思主义发展的新境界.这就要求新时代中国马克思主义在发展中要坚持文化传承,特别是要坚持文化性质的传承、文化定位的传承以及文化基因的传承;借鉴和吸收有益的文明成果,运用其有效的文化话语表达方式,结合中国的实际国情,审视其有益的文化政策;实现文化转化,有效把握文化内在的层次转化规律、差异协同规律和结构功能规律,促进中华优秀文化成果的现代转化,推动文化资源转化为文化软实力,增强马克思主义在世界范围内的引领力,实现新时代中国马克思主义发展新境界.     

层次分析与改革实践:课程思政切入点设计的三个维度

课程思政作为一种教育理念、工作路径和制度安排,是构建各类专业课程与思想政治理论课程同向机制的必然选择。在课程思政建设实践中,高校应从目标、制度与要素出发,对政治性指标进行层次分析来设计课程思政切入点,从课程、教材、党支部三个关键因子出发不断推进课程思政教育教学改革。河北农业大学按照“学校整体设计—学院主体责任—党支部(教研室)主导—教师具体落实—教学督导和专家协同参与”的工作思路,做到把政策要求与学校实际、模范带动与全员跟进、经验传承与方式创新、精准设计与发散用力相结合,建立贯通于学科体系、教学体系、教材体系以及管理体系的工作体系。同时,注重对课程思政建设进行价值引领力量、思辨能力培养、学生参与热情、示范带动效果的全方位评价,从而使课程思政建设达到“全员全程全方位育人”的良好效果。     

关于大学生思想政治教育主体契合的思考

学习领会中共中央颁发的《关于进一步加强和改进大学生思想政治教育的意见》精神,坚持真理尺度和价值尺度相统一即美的尺度,着眼于大学生思想政治教育的主体契合问题,得出如下几点思考:一是必须把理想信念教育同大学生成长、成就、成功的内在需求契合;二是必须把爱国主义教育同大学生自尊、自强、自立的内在需求契合;三是必须把基本道德规范教育同大学生社会化、公民化、职业化的内在需求契合;四是必须把完整素质教育同大学生铸人、铸身、铸才的内在需求契合。     

Some notes on robust sure independence screening

Sure independence screening (SIS) proposed by Fan and Lv [4 J. Fan and R. Li, Variable selection via nonconcave penalized likelihood and its oracle properties, J. Amer. Statist. Assoc. 96 (2001), pp. 1348–1360. doi: 10.1198/016214501753382273[Taylor &; Francis Online], [Web of Science ®] , [Google Scholar]] uses marginal correlations to select important variables, and has proven to be an efficient method for ultrahigh-dimensional linear models. This paper provides two robust versions of SIS against outliers. The two methods, respectively, replace the sample correlation in SIS with two robust measures, and screen variables by ranking them. Like SIS, the proposed methods are simple and fast. In addition, they are highly robust against a substantial fraction of outliers in the data. These features make them applicable to large datasets which may contain outliers. Simulation results are presented to show their effectiveness.     

Modelling hierarchical clustered censored data with the hierarchical Kendall copula

This article proposes a new model for right‐censored survival data with multi‐level clustering based on the hierarchical Kendall copula model of Brechmann (2014) with Archimedean clusters. This model accommodates clusters of unequal size and multiple clustering levels, without imposing any structural conditions on the parameters or on the copulas used at various levels of the hierarchy. A step‐wise estimation procedure is proposed and shown to yield consistent and asymptotically Gaussian estimates under mild regularity conditions. The model fitting is based on multiple imputation, given that the censoring rate increases with the level of the hierarchy. To check the model assumption of Archimedean dependence, a goodness‐of test is developed. The finite‐sample performance of the proposed estimators and of the goodness‐of‐fit test is investigated through simulations. Égalité entre hommes et femmes et gouvernance des chaînes d'approvisionnement mondiales: promouvoir les droits des travailleuses

La gouvernance privée telle qu'elle découle des différentes initiatives prises par les multinationales pour promouvoir le respect de normes sociales et l'égalité hommes‐femmes a eu peu d'effet sur les discriminations fondées sur le genre dans les chaînes d'approvisionnement mondiales. Les auteures soulignent l'intérêt des Principes directeurs des Nations Unies relatifs aux entreprises et aux droits de l'homme en la matière, estimant qu'il est indispensable de recourir à une gouvernance «stratifiée» associant public, privé et acteurs sociaux pour lutter contre cette discrimination et intégrer le souci de l'égalité des sexes dans l'exercice de la diligence raisonnable exigée en matière de droits de l'homme.     

Multilevel maximum likelihood estimation with application to covariance matrices

The asymptotic variance of the maximum likelihood estimate is proved to decrease when the maximization is restricted to a subspace that contains the true parameter value. Maximum likelihood estimation allows a systematic fitting of covariance models to the sample, which is important in data assimilation. The hierarchical maximum likelihood approach is applied to the spectral diagonal covariance model with different parameterizations of eigenvalue decay, and to the sparse inverse covariance model with specified parameter values on different sets of nonzero entries. It is shown computationally that using smaller sets of parameters can decrease the sampling noise in high dimension substantially.
