Based on a longitudinal case study of China's high-speed rail embedded in the emerging economy context, we focus on what role the government plays and how that matters to open innovation (OI) for competitive advantage. By linking the OI literature with the national political institutions literature to motivate our research question, we propose a statist-based OI view to differentiate diverse government roles, investigating how government adopts roles in a combined way to push OI in stages. Our findings suggest that government is an important strategic decision-maker for OI. Specifically, the government plays various roles as commander, protector, cultivator, and intermediator, reflecting state activism derived from national political institutions, to construct institutional-level OI for domestic OI activities, and inbound and outbound OI across national borders. We find government can deliberately and strategically use its diverse roles in a combined way to push OI for competitive advantage through the industrial evolutionary process over time. Our study contributes to the OI literature and integrates the strategic management literature with the study of OI to provide new insights to explain the origins of competitive advantage from the state perspective.  相似文献

针对如何正确引导 GHG 排放的气候反馈经济损失下导向性技术创新,以实现长期的绿色增长这一问题,基于 DICE 模型,重构导向性技术创新不同的动力要素及其与气候变化之间的内生关系,建立了可体现绿色增长“均衡性”、“包容性”和“可持续性”的非线性最优控制模型。数值仿真结果显示: 气候反馈经济损失不容小觑; 偏于生产的绿色技术创新导向下社会生产力强劲但存在气候环境恶化风险,偏于减排的绿色技术创新导向下气候反馈经济损失小但存在增长动力匮乏风险,二者虽均可实现长期的绿色增长,但中性的绿色技术创新导向会更稳妥; 偏于生产的绿色技术创新导向下人均消费变化率在短期内会显著提升。  相似文献

This study explores the identity work carried out by three female owner‐managers in creative industry businesses, identified in Government reports as a discriminatory industrial sector for women in the UK. Through the development of narratives by the owners and other participants, observation of practice and review of online and offline materials, three cases emerged. These showed overlapping, different identities developed and performed through identity work. Each presented rational and logical persona as business leaders despite observation showing extensive use of intuition and gut feeling in both creative and entrepreneurial aspects of the business. Intuition and gut feeling were seen as inappropriate at work as they belonged to the home sphere, emotionally based and therefore automatically unreliable. While occupying male stereotypes and avoiding the female realm of emotion at work, these women expressed femininity through their emphasis on the maternal, ‘being a good mother' as a desired ideal being embedded in work as well as home practice.  相似文献

ABSTRACT

Social network services are allowing more social connectivity and making possible sharing information and knowledge of a different nature. This article analyses if social workers related to active social policies from Malaga province (Spain) are using social network services to share information and knowledge and if there is a mirror between online and offline relationships. Since it is an experimental model, through virtual ethnography and through social network analysis methodology, we observed the presence, connectivity and analysed the structure of relationships that keep 235 professionals from 52 organizations in Facebook®. Moreover, the model uses the statistical technique of modularity for detecting online communities, which are compared with distribution of professionals in their organizations. Results show how social network services applied to social intervention are massively and frequently used by professionals. On the other hand, the detected communities reflect existence of analogy between online and offline relationships. The online structure shows a high degree of cohesion and how certain professionals have higher capacity of influence and diffusion depending on position in the online structure. It argues about the opportunity to incorporate social network services towards social intervention as a manner of social innovation to improve cooperation and diffusion of information and knowledge.  相似文献

新媒体技术的发展给国家治理现代化带来新机遇的同时,也带来了新挑战。全媒体时代,温岭民主恳谈制度在地方政治家的推动下实现了传播创新,找到了全社会意愿和要求的最大公约数,更加广泛了解民意集聚民智,更加深入化解矛盾,最大限度凝聚共识,深化了民主恳谈这一颇具地方特色的协商民主模式。温岭的创新实践表明,互联网治理同国家治理现代化具有直接的同构性,新媒体提供了新资源和新契机,传播创新使民主恳谈的协商功能进一步深化,社会整合效果明显。在全媒体时代,正向传播效应需要协同推进,执政党要架构新机制,协同推进基层民主协商的正向传播,助推社会有效整合。  相似文献

ABSTRACT

The Children Future Education and the Development Accounts (CFEDAs) are the first anti-poverty policy in Taiwan developed to provide incentives for the poor to accumulate assets for their future. Using CFEDAs as an example, this article analyses the process of developing and implementing an asset-based policy. It begins with an introduction to the policy structure. It then reviews the history of how the innovative idea of building assets for the poor became a policy proposal before presenting the convergence of three policy streams driving the prioritisation of CFEDAs in Taiwan’s policy agenda. 目前有许多研究将两阶段DEA模型应用到科技创新活动当中,一般将创新活动分为研发和转化两个阶段,为了进一步探讨不同转移转化方式下科技成果的转化效率以获得更多的详细信息,本文拓展了传统的两阶段DEA模型,考虑了嵌套并联结构的两阶段网络DEA模型,将科技创新活动分为科技成果研发阶段和科技成果转化阶段,并将科技成果转化阶段分为内部转化和外部转化两个并联子系统。本文选取14家中科院院属单位作为被评价对象,应用加权加法分解方法计算整体效率和各阶段子效率。通过将本文模型与传统两阶段模型进行对比发现,传统模型会低估科技成果转化效率。结果表明:整体科技创新效率均值偏低,科技成果研发效率均值高于科技成果转化效率均值,科技成果转化效率仍有很大的提升空间。科技成果转化阶段中内部转化效率普遍较高但是外部转化效率普遍较低,较低的外部转化效率是导致科技成果转化效率低下的主要原因。最后,本文将所有被评价单位分为四类机构,分析提高科技创新效率的实现路径,可以通过重点突破模式和渐进突破模式来实现整体效率的提高。  相似文献

现有产品创新研究多从用户、产品以及技术单一视角出发,然而,进入数字经济时代,在新一代信息技术驱动下,产品以用户、企业、环境多维互动的方式进行创新,呈现出特有的适应性创新特征。本文采取多案例研究方法,探讨在新一代信息技术驱动下产品适应性创新的特征和实现机制。研究发现:产品适应创新具有高频互动、即时反馈、快速适应性和用户主导创新四个显著特征,形成用户、企业、产品多方互动的适应性创新实现机制。与此同时,通过案例论证以产品、场景、用户为核心特征的产品适应创新实现机制的存在性,指出其本质是深入挖掘用户需求并实现用户需求的快速匹配。  相似文献

随着劳动力价格上涨,制造业企业人口红利逐渐消失,以互联网、人工智能提升改造传统产业的同时,推动“技术红利”替代“人口红利”,成为制造业企业优化升级的必然选择。技术创新在促进经济发展的同时是否加剧了技能短缺?考察技术创新对技能短缺的影响作用,结果表明:技术创新对企业技能短缺产生了显著的正效应,研发支出增加了对技能劳动力的需求,并且伴随企业规模扩大、技能劳动力比例上升,技能短缺程度加剧。同时,技术创新对技能短缺在区域和产业上存在显著异质性。在超大城市中,技术创新对技能短缺的拉动作用更为显著。在中小城市,技术进步效应并不显著;而技术创新对制造业技能缺口的影响效应也显著强于服务业,进一步验证了技术创新水平的快速提升使现有技能水平无法与之相匹配,加剧了企业技能结构性短缺。  相似文献
