公民参与公共服务的有序性和有效性并非直接相关,可以从有序性和有效性两个维度分析公民参与及其治理效能的关系.为提升治理效能,以程序性规则为核心的制度设计能更为充分地保障公民有序有效参与公共服务,实现公民与政府之间的良性互动与有序合作.基于全过程民主、程序性权利和共同体秩序等公民参与的程序性价值维度考量,再以环境保护领域中的公民参与为例,从公开公示机制、意见表达机制、回应吸纳机制、监督评价机制和责任追究机制等方面构建公民全过程参与制度,并探索公民参与的方法和策略.通过公民参与的程序性价值内化、方法创新与技术转型来推进治理体系和治理能力现代化. 相似文献

This article demonstrates the utility of a new source, prison registers, for the history of literacy and education in nineteenth-century England. It focuses on two sets of prison registers from the two county gaols in Suffolk, located at Ipswich and Bury St Edmunds, which contain personal information on 16,690 individuals over the period 1840 to 1878. First, the article examines the context in which personal information about prisoners was recorded and tests the data against benchmarks from other sources to prove its reliability. Second, the article employs two methods, statistical analysis and digital mapping, to study in depth the rich data on prisoners’ literacy and schooling. Finally, the article shows how the results of this analysis significantly revise our understanding of the prevalence of schooling among the labouring poor, the use of different types of schools, the role of the partially literate in the drive towards mass literacy, and the importance of life-long learning. 相似文献

随着现代教育的发展,提升幼儿园教师专业素养已成为促进学前教育发展的必然要求。以探究民办幼儿园教师专业素养为视角,提出通过干预行为提升教师专业素养水平的构想。实验随机选取成都市某民办幼儿园的20名教师为实验组,再选取与其办园环境、办园背景相似的另一所民办幼儿园的20名教师为对照组,对实验园教师的专业理念与师德、专业知识、专业能力3个维度进行干预。实验结果表明:与对照园相比,实验园教师的专业能力提升显著;与实验园实验前后相比,教师在专业知识、专业能力维度及专业素养总体水平方面均有提升。对教师培训的具体建议为:(1)单一与混合相结合的培训方式对提升民办幼儿园教师专业素养总体水平有现实意义;(2)民办幼儿园教师专业知识的提升需理论培训与自主学习相结合;(3)专家"现场诊断-指导式"培训方式对提升民办幼儿园教师专业能力有显著作用。综上,建议民办幼儿园在了解本园教师专业素养水平的基础上,针对教师专业素养的不同方面,分别采取不同的有效培训方式。 相似文献

我国检察公益诉讼制度全面实施两年后呈现出新的发展态势。亟需理论深入研判。本文以2017—2019年间的司法数据为基础,运用实证方法分析了《行政诉讼法》《民事诉讼法》修改后检察公益诉讼在办案数量、办案规则、办案能力、办案力量、办案重心等方面的发展态势:审判机关和检察机关的办案数量增长迅速,并积极推动诉讼规则完善;各地办案数量差异明显,案件分布不均衡;基层人民检察院是办案主力军;行政公益诉讼案件数量锐减,办案重心转向刑事附带民事公益诉讼案件;立案数量快速增长,但履行诉前程序、提起诉讼的比率呈下降趋势。这些发展态势的内因是检察机关组织机构改革带来的办案能力的提升;外因是党委和人大增强了对检察公益诉讼的支持力度,化解了制度运行中的部分障碍。未来还需从内、外、广、深四个维度推动检察公益诉讼制度完善:促进公益诉讼检察与三大检察内部融合;建立公益诉讼检察与法治政府的耦合;探索拓展受案范围;建构符合需要的诉讼机制。 相似文献

We used structural equation modeling in the Early Childhood Longitudinal Study—Kindergarten Cohort (N = 17,020) to explore the influence of having an older sibling on kindergarten‐age focal children's cognitive self‐regulation. In model 1, we tested how having a sibling who is generally older than the focal child contributes to the focal child's working memory (WM) and cognitive flexibility (CF) upon entering kindergarten. In model 2, we assessed the contribution to the focal child's kindergarten WM and CF of having an older sibling in a non‐proximal age range (age 12–18) or not having siblings relative to having an older sibling in a proximal age range to the focal child (up to age 11). In model 3, we considered the contribution of having an older sister, an older brother, or both an older sister and an older brother of any age. Having an older sibling in general was associated with increased kindergarten WM, whereas having an older sister was related to increased WM and CF. Compared to having a proximal older sibling, having no siblings and having a non‐proximal older sibling were related to decreased WM and CF. Findings have implications for involving siblings in family interventions in early childhood. 相似文献

Based on interviews with 45 children, this article looks at the life situations and aspirations of working children in Addis Ababa, Ethiopia, including their hopes, efforts and struggles to make their dreams come true. Pushed by the need for survival, the children work and nearly half go to school. They demonstrate agency, taking care of themselves, supporting families and aspiring to change their lives. However, they also face challenges that make achieving their aspirations difficult. The authors argue that agency alone is not sufficient to help them realise their aspirations unless buffered by supportive structures and systems. 相似文献

As the international guardian of social justice, the ILO is witnessing a global revolution in accounting, which has culminated in international accounting standards (IAS-IFRS). Previously, accounting measured the economy in relation to the capacities and responsibilities of workers and their employers. Today, the exact opposite is the case: the IAS-IFRS no longer measure work and enterprises, referring instead to the abstract concept of a cybernetic entity capable of constant restructuring, at the cost of unprecedented inequality. ABSTRACTThe article examines job satisfaction in 21 Italian call centres. The results of research carried out on 1715 handlers indicate how dissatisfaction prevails among call centre representatives (CCRs) and how it is influenced by aspects related to some organisational characteristics (service delivered, size and organisational typology), on one side, and to different aspects of working conditions (contract, wage and tenure) and participants’ biographical and working profiles of CCRs (gender, age, educational attainment), on the others. However, the most interesting finding emerges by distinguishing different dimensions of job satisfaction (extrinsic and intrinsic-relational). In particular, the relationship between type of contract and job satisfaction is rather interesting. For non-permanent workers, in fact, the probability of being dissatisfied is decidedly greater if we consider the extrinsic dimension of job satisfaction. Instead, when the intrinsic-relational dimension is taking into account, atypical workers are no more dissatisfied than the permanent ones. Job insecurity and limited perspectives in terms of work alternatives, safeguards and rewards, seem to be the source of greatest dissatisfaction for Italian CCRs. This certainly does not surprise considering the Italian development model and its dualistic labour market, highly segmented between insiders and outsiders. 相似文献
