Abstract

A group of the largest academic publishers has launched a new service to simplify access to full-text research for users of discovery services and scholarly collaboration platforms. While this service aims to provide easy access to full-text articles using article-level entitlement information linked to institutions through Seamlessaccess.org, it also introduces ambiguity. The service allows for publishers to direct users to alternative versions when a full-text entitlement is not found for the user, though users may already be entitled to full text through providers that do not participate in the service. Depending on specific implementations, this could lead to further confusion and make it more difficult for users to find an appropriate copy.     

The World Social Forum: the paradoxical quest for strength in plurality

ABSTRACT

In this reflexive essay, I explore how the present and the future of the World Social Forum are intimately related to the ability of its actors to acknowledge and actively address the inherent tensions of open spaces. The former must compose themselves articulating seemingly opposites: ideals shared within the World Social Forum vs. some practices not in accordance with its principles (enhanced in contexts of urgency); claimed horizontality vs. dynamic power relations; internal plurality vs. the need to act in unity to achieve systemic global change, amongst others. I will propose perspectives on how the strength of the WSF can be seen as its capacity to continue building radical hope for a positive shift of paradigm within progressive civil society: from divergences to resilient complementarities.     

World Social Forum – possible perspectives

ABSTRACT

In the first part of this essay, I reflect on the divergences of opinion that have always existed in the process of the World Social Forum. This first part was written before the elections in Brazil last autumn. Since then Jair Bolsonaro has been installed as president of Brazil and the divergences I discuss in that first part have cooled down, at least in Brazil. Nevertheless, it remains important to record those divergences when we try to take further our debate about the future of the WSF process, as I do here as well, in the second part of my essay.     

Textbook Affordability in the Time of COVID-19

Abstract

This article provides a background of the textbook affordability problem affecting students attending United States higher education institutions, both prior to and during the 2019 novel coronavirus disease (COVID-19) pandemic, as well as potential solutions to the problem. Solutions discussed include the availability of open materials in online repositories, publisher responses like inclusive access, institutional incentive programs, and initiatives by library consortia or other statewide programs. The responses of various stakeholders to make textbooks accessible to students during the pandemic are also covered.     

The impact of the European Youth Guarantee on active labour market policies: A convergence analysis

The European Union’s (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007?2014 yields a mixed empirical picture. There is catching‐up convergence regarding policies’ sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states. We offer an optimistic and a pessimistic interpretation of these findings.

创新国际化对中国通信设备制造业创新能力提升的影响

基于开放式创新视角, 针对中国通信设备制造业创新国际化活动对其创新能力的影响进行分析。研究表明:中国通信设备制造业的创新国际化活动能够有效提升其产业创新能力, 而其中研发资金的投入, 是现阶段中国通信设备制造业创新能力提升的主要因素。因此, 中国通信设备制造业可通过以下途径来提高其国际创新能力:优化R&D投资环境, 吸引来华投资;拓展技术市场, 搭建国际交流平台;加强人才培养和引进。     

基于Web2.0的企业开放式创新网络运行模式研究

在总结现有研究不足的基础上,介绍了Web 2.0推动开放式创新模式运行的核心技术,根据多层创新系统理论构建了企业开放式创新参与主体网络,据此探讨了Web 2.0背景下的开放式创新技术源,进而结合4种Web 2.0核心技术分别构建了开放式创新网络技术资源收集整合平台、技术方案评估平台、技术方案优化平台、创意方案体验测试平台和用户反馈交流平台,并以此作为开放式创新的5个关键环节构建了企业开放式创新三阶段运行模式,最后提出了保障该模式顺利运行的配套措施。     

上海自贸区外商投资“负面清单”的挑战与应对

上海自贸区外商投资“负面清单”管理模式的提出,有利于我国外商投资规则逐步与国际通行规则接轨,也将开启我国改革开放新的篇章。本文从宏观监管措施和产业开放两个层面,分析了“负面清单”面临的主要挑战和应对措施。初步结论为:宏观监管层面,政府应该逐步让位于市场,减少政府的审批事项,加快落实从事前监管向事中、事后监管的转变;另外,消除隐形壁垒,自贸区内给予外商企业真正的“准入前国民待遇”。产业开放层面,上海自贸区的产业开放应以金融业的开放先试先行;其次,联合天津和广东等新批准设立的自贸区,在各自成熟且有优势的行业破冰改革,为我国下一步的改革开放提供更为完备的可复制、可推广的经验。     

翻转课堂视域下开放教育课程教学模式探讨——以《人力资源管理》课程为例

在《人力资源管理》教学中利用翻转课堂模式将会有利于学习者应用能力培养与提升。在论述了翻转课堂的内涵、开放教育学习者及《人力资源管理》课程特点基础上,探讨了翻转课堂下开放教育《人力资源管理》课的教学模式,并对模式实施中的问题进行分析,提出了丰富教学资源、促进教师角色转换、完善学习评价机制等策略。
