治理效能视角下公民参与公共服务的制度研究

公民参与公共服务的有序性和有效性并非直接相关,可以从有序性和有效性两个维度分析公民参与及其治理效能的关系.为提升治理效能,以程序性规则为核心的制度设计能更为充分地保障公民有序有效参与公共服务,实现公民与政府之间的良性互动与有序合作.基于全过程民主、程序性权利和共同体秩序等公民参与的程序性价值维度考量,再以环境保护领域中的公民参与为例,从公开公示机制、意见表达机制、回应吸纳机制、监督评价机制和责任追究机制等方面构建公民全过程参与制度,并探索公民参与的方法和策略.通过公民参与的程序性价值内化、方法创新与技术转型来推进治理体系和治理能力现代化.     

货币政策反应函数渠道对金融周期影响时变机制的实证研究

在关于货币政策影响经济主体风险承担水平,进而影响金融周期波动机制的研究中,基于风险承担渠道的相关研究较为成熟.区别于以往相关研究多关注货币政策实际采取的立场,文章基于货币政策反应函数渠道探讨了数量型与价格型货币政策反应函数对金融周期波动影响的时变机制.滚动回归的实证结果显示:无论数量型货币政策规则还是价格型货币政策规则,货币政策对信贷波动反应的敏感性主要影响金融周期的波动,但在价格型货币政策规则下,基于信贷视角观察金融周期波动时,货币政策信贷敏感性与货币政策资产价格敏感性对金融周期影响差异较小;较之于价格型货币政策规则,货币政策对信贷波动反应的敏感性在数量型货币政策规则下,对金融周期波动的影响更显著,并在一定程度上表现出随时间扩大的趋势.文章的创新之处在于:强调了货币政策通过政策反应函数渠道而非以往研究中较多关注的狭义风险承担渠道影响金融周期波动的事实,并构建计量模型对货币政策反应函数渠道影响金融周期波动的时变机制进行了详细刻画.     

“一带一路”相关文件政策强度与省域经济开放度关系研究——“一带一路”沿线18个省份实证分析

文章的特色和理论意义在于,尝试量化"一带一路"沿线18个省份"一带一路"相关政策文件,以设计政策效力、政策措施与政策保障的评判要点为基础,确定政策措施强度和政策保障强度.细致讨论"一带一路"文件的政策强度与经济开放度提升之间的关系,并讨论该关系在东西部地区的差异以及政策保障强度在政策措施强度与经济开放度关系之中的调节效应.研究发现:政策措施强度能够正向促进省域经济开放度的提升;在经济开放度高于10％的省份中,政策保障强度正向调节政策措施强度与经济开放度提升之间的关系,政策措施强度和政策保障强度之间存在互补关系;政策措施强度中资金融通强度对于沿线省域经济开放度的提升有着最显著的正向影响,政策沟通强度对于沿线省域经济开放度的提升影响不显著;政策措施强度对省域经济开放度的提升存在地区差别,西部地区更注重"一带一路"倡议所带来的机会.建议:"一带一路"沿线省份在政策设计上,不仅要对政策沟通、设施联通、贸易畅通、资金融通和民心相通等内容作出合理规划和布局,还应对保障机制作出可操作性的安排.     

论环境行政公益诉讼的谦抑性——以检察机关提起环境行政公益诉讼为限

检察机关提起环境行政公益诉讼,是促进行政机关履行环境保护职责的重要方式.环境行政公益诉讼涉及检察机关、法院和行政机关三个机关,需要处理好司法权与行政权之间的关系.一方面,环境司法具有能动性,容易导致司法权与行政权之间的冲突;另一方面,基于司法有限性与环境法行政实施的特征,需要重视司法谦抑性问题.而如何认识环境行政公益诉讼的谦抑性,需要从理论和实践的维度进行分析.在检察机关提出环境行政诉讼时,应当尊重行政机关的首次管辖权、重视行政公益诉讼的诉前程序、尊重行政自由裁量权、重视行政不能问题.当然,这种谦抑并不是绝对的,为有效发挥行政公益诉讼的功能,应当把握好这种谦抑性的限度,通过明确强制诉讼范围、确定实体性裁判的要件、尊重诉讼和解等方式来处理好司法谦抑与司法监督的关系.     

外部视觉情绪设计对多媒体学习的影响

以高中生为被试对象，以大陆漂移论为素材，研究外部视觉情绪设计对多媒体学习的影响。结果表明，接受情绪设计组(实验组)的积极情绪显著高于中性组(对照组)；实验组与对照组内在认知负荷、相关认知负荷均无显著差异，外在认知负荷小于对照组；实验组保持测验成绩显著高于对照组，迁移测验成绩无差异。同时，外部视觉情绪设计能显著提高多媒体学习效果。外部视觉情绪设计的实验设计突破了已有研究300s学习素材的诱发时间，拓展了多媒体学习情绪设计的内涵。     

Policy Learning and Transformational Change: University Policies on Sexual Harassment

ABSTRACT

This essay comes out of my experience as an attendee at the #MeTooPoliSci short course in the American Political Science Association meeting in 2018. I use the framework of policy feedback theory to explain the difficulty in reforming sexual harassment policies at universities and prescribe some actions we as scholars can take to improve the situations at our places of employment.     

Developing and testing a mobile application for breastfeeding support: The Milky Way application

BackgroundSupporting women to continue breastfeeding is a global challenge. The Milky Way Program is an effective face to face intervention to increase breastfeeding rates up to six months postpartum. The sustainability and access to the Milky Way Program could be enhanced by transforming it into a mobile application allowing women to access relevant information from their own place at a convenient time.AimTo explore the process of transforming the Milky Way Program into an acceptable and usable mobile health application.MethodStakeholders including multidisciplinary researchers and end-users designed the application based on the Milky Way Program by using Persuasive System Design principles. A mixed-method approach was used in the development and evaluation process. Seven women were recruited through convenience sampling to pilot test the application. The women’s feedback was collected through an online survey six weeks after birth and individual interviews at four months postpartum.FindingsWomen in the pilot study reported that the breastfeeding application was well designed, easy to use, interactive, reassuring and evidence-based with credible sources of information.ConclusionThe Persuasive System Design model combined with end-user engagement can feasibly inform the development of an acceptable and usable mobile health application for breastfeeding based on a proven clinical intervention. Further rigorous testing is required to evaluate the effectiveness of the application on breastfeeding initiation and duration.     

Tests for homogeneity of risk differences in stratified design with correlated bilateral data

ABSTRACT

Correlated bilateral data arise from stratified studies involving paired body organs in a subject. When it is desirable to conduct inference on the scale of risk difference, one needs first to assess the assumption of homogeneity in risk differences across strata. For testing homogeneity of risk differences, we herein propose eight methods derived respectively from weighted-least-squares (WLS), the Mantel-Haenszel (MH) estimator, the WLS method in combination with inverse hyperbolic tangent transformation, and the test statistics based on their log-transformation, the modified Score test statistic and Likelihood ratio test statistic. Simulation results showed that four of the tests perform well in general, with the tests based on the WLS method and inverse hyperbolic tangent transformation always performing satisfactorily even under small sample size designs. The methods are illustrated with a dataset.     

Design selection for strong orthogonal arrays

Strong orthogonal arrays (SOAs) were recently introduced and studied as a class of space‐filling designs for computer experiments. An important problem that has not been addressed in the literature is that of design selection for such arrays. In this article, we conduct a systematic investigation into this problem, and we focus on the most useful SOA(n,m,4,2 + )s and SOA(n,m,4,2)s. This article first addresses the problem of design selection for SOAs of strength 2+ by examining their three‐dimensional projections. Both theoretical and computational results are presented. When SOAs of strength 2+ do not exist, we formulate a general framework for the selection of SOAs of strength 2 by looking at their two‐dimensional projections. The approach is fruitful, as it is applicable when SOAs of strength 2+ do not exist and it gives rise to them when they do.
