司汤达的小说《红与黑》 ,通过主人公于连与两个女人之间的爱情描写 ,反映了法国大革命后王政复辟时期整整一代小资产阶级青年的憧憬、追求、奋斗、苦闷 ,从中可以看到当时法国的整个社会风貌 ,也揭露和鞭挞了查理十世的黑暗统治。《红与黑》不愧为批判现实主义的奠基力作     

Attracting Micro‐Enterprises To Learning

Micro‐enterprises, i.e. firms with less than 10 employees, are traditionally the hardest to engage in learning; they are also least likely to participate in such measures as business advice and guidance provision and initiatives to support information communication technology (ICT) adoption. Through a community‐based initiative initially targeting parents (unemployed or employed) to participate in ICT, 30 micro‐enterprises were attracted to learning for the first time. These companies had carefully avoided similar initiatives taking place locally, which emphasized business success and growth; they had only participated in this ICT skills training because of their children. The paper takes a case study approach to evaluate the reasons for participation, explores barriers and implications for those organizing similar activities, and calls for a more holistic view of owners and managers of small firms as fathers, mothers, etc. rather than just as ‘entrepreneurs’.     

Du machisme au coparentage: pour une révolution des mentalités en Italie

Cet article décrit les processus législatifs et judiciaires complexes nécessaires pour que le droit au coparentage s'impose dans le droit du travail italien. Après avoir expliqué que le système juridique italien a jusqu'à présent assimilé la protection de la famille à la seule protection de la femme et de la maternité, l'auteur décrit l'évolution législative qui a permis de reconnaître aux pères un rôle fondamental dans l'éducation des enfants. Il montre ensuite que la jurisprudence, en retenant une interprétation moderne des principes inscrits dans la loi, contribue à vaincre la résistance à une telle évolution dans une société encore marquée par la domination masculine.     

Application of FISK,an Invasiveness Screening Tool for Non‐Native Freshwater Fishes,in the Murray‐Darling Basin (Southeastern Australia)

The Fish Invasiveness Scoring Kit (FISK) is currently one of the most popular pre‐screening tools for freshwater fishes. A recent upgrade has ensured its wider climatic relevance to countries with subtropical regions. This enhancement is of particular importance to Australia, which encompasses tropical, arid, and temperate zones, and where the introduction of non‐native fish species poses a significant risk to biodiversity. In this study, 55 fish species previously evaluated in a U.K.‐based calibration of FISK are reassessed for their potential invasiveness in the Murray‐Darling Basin (MDB; southeastern Australia), the continent's largest catchment encompassing arid and temperate climates. Approximately half of the species were classed as “medium risk” and the other half as “high risk,” and the ≥19 threshold previously identified from the calibration study was confirmed. The three highest scoring species (common carp Cyprinus carpio carpio, goldfish Carassius auratus, and eastern mosquitofish Gambusia holbrooki) were those already present and invasive in the area, whereas nearly half of the tropical and subtropical species had lower scores compared to U.K. assessments, possibly because of climate change predictions of drier conditions across the MDB. There were some discordances between FISK and two Australian‐based assessment protocols, one of which is qualitative and the other represents a simplified version of FISK. Notably, the Australian origins of FISK should provide for an additional reason for further applications of the tool in other RA areas (i.e., drainage basins) of the continent, ultimately encouraging adoption as the country's reference screening tool for management and conservation purposes.     

Dispositifs d’intermédiation marchande et politique des marchés. La modernisation du marché des fruits et légumes en France, 1950-1980

As this study of experiments with organizing the fruit and vegetable market from the 1950s till the end of the 1970s shows, there were alternatives to the principle of distribution, for instance: the modernization of traditional wholesale marketplaces (carreau) or the establishment of veilings (marchés au cadran) controlled by producers. After exposing the rationale underlying each of these arrangements, the empirical conditions are examined for actually modernizing markets. Attention is drawn to the factors that weigh on players in the market, in particular the tensions, on the one hand, between homogenization and concentration and, on the other hand, the singularity of products and transactions.     

Externaliser la défense : la politique américaine

This analysis of the thoroughgoing change effected in the US defense industry shows that the Pentagon’s traditional partners are taking a back seat behind private, for-profit service providers. These firms, which provide military services and the “information technology” necessary for modern warfare, now play a key role in the American national security system. Among the factors accounting for this unprecedented sharing of a classical government prerogative with private firms are the redefinition of the government’s role, the technological revolution and the strategic environment related to the global war against terrorism. This role-sharing brings new forces into play. The Defense Department is externalizing strategic activities without all the legislative and institutional means for regulating them, whence the risk of a crisis in the military establishment. The mixed systems coming out of this change are a driving force in altering the civilian and military capability to project power and intervene in the world.     

Le nom et le corps. Personnalisation et collectivisation du travail chez les ingénieurs des Ponts et Chaussées autour de 1800

A tension between strong individualization and a holistic conception of activities characterizes most of the French state's major administrative corps. By concentrating on the civil engineering corps (Ponts et Chaussées) during the early 19th century, we can see how this tension was resolved. When the Ourcq Canal was to be built, a conflict during the Ponts et Chaussées Assembly, which was responsible for examining plans for public works and making decisions about them, brought to light two contradictory rationales: incarnation and delegation, two ways of relating the individual and collective aspects of civil engineering during the drawing up of plans and their examination. These two rationales, which come into conflict in controversial situations, are normally combined in a “moral economy” — the civilities that enable this corps to relate the individualistic aspirations of the engineer in charge of a project with the collective dimensions of supervision and integration in a whole. In conclusion, the relations between design and execution, between activity and passivity, are examined in order to show how similar the administrative corps’ tense relation with the state is to the individual engineer's relation with his corps.     

Politiques publiques et parcours de fin de vie: reconfigurations,dynamiques paradoxales et art combinatoire

Du fait de l'allongement de l'espérance de vie, de très nombreuses personnes vivent désormais un grand âge, c'est-à-dire une longue période de l'existence au cours de laquelle ils se confrontent à leur finitude. Ce nouveau temps de l'existence questionne la conception traditionnelle d'un cycle de vie ternaire, et la définition de la fin de la vie. Autour de cette dernière étape du parcours de vie, se révèlent les ambiguïtés de la culture des problèmes de la vieillesse et se noue une controverse concernant la désinstitutionalisation et la déstandardisation des parcours de vie. A partir des données issues de travaux empiriques cet article analyse les formes originales d'action publique qui s'esquissent à l’échelle des territoires et renouvellent les cadres normatifs institutionnels de gestion de la grande vieillesse. Il met au jour la dialectique qui s'engage entre une forme de production centrifuge et institutionnalisée des politiques publiques, initiée par l'Etat et un processus centripète dans lequel la diversité et la dispersion des acteurs participent de dynamiques coopératives vs concurrentielles.

Les éléments empiriques mobilisés dans cet article sont issus d'une recherche menée dans le cadre des conventions d’études conclues pour les années 2010 (projet n4) et 2011 (projet n 4) entre l'IRES au service des organisations représentatives des travailleurs et la CGT.
