合作与破裂:山东地方官与大刀会关系研究

山东地方官对大刀会、拳会的宽容的政策与态度由来已久，早在甲午中日战争期间，官军就与大刀会形成默契，在共同缉捕盗匪方面取得显著成效，直至义和团在中外联合势力的绞杀下失败，在此期间，大刀会、拳会等名目的民间团体组织与官府的关系就处在一种半合作半破裂的游离状态，即这种宽容政策具有一定的延续性。就义和团运动而言，大刀会等民间会社势力仅仅是为义和团运动构筑的可能性力量而已，程度很高，却极不稳定，它们有待于官方的开掘、引导与锤炼及外力催逼，即官方对刀会、拳会的宽容态度与政策，以及西方列强、教会势力的威逼现实这两种因素，而前者更为重要。     

教育时空拓展:教师专业成长的机遇与挑战

随着人类文明的进步、社会的发展以及信息技术的普及，教育时间和空间得到迅速拓展。教育时空拓展正如一把双刃剑，给教育活动的实施带来机遇的同时也带来了挑战。教师作为教育活动的主要组织者和实施者，在享受机遇的同时也要迎接教育时空拓展所带来的挑战。通过分析教育时空拓展的内涵与表征，发现教师专业成长正处在社会化、终身化与数字化的发展大潮中，因此教师要充分利用好教育时空拓展带来的机遇，同时慎重应对由此面临的挑战，不断提高应变能力，以促进教师专业成长和教育事业的发展。     

Navigating the gendered academy: women in social work academia

ABSTRACT

Women fare less well than men across all academic disciplines: they are less likely to be promoted, they earn less, and many more professors are men. There has, however, been little analysis to date of the experience of women in social work education, a discipline that has historically had higher representation of female staff and students. This study set out to explore women in the social work academy through a case-study of social work education in Scotland. A mixed-methods approach was used, including a review of relevant literature; an online survey of women and men academics in social work education; and semi-structured interviews with female social work leaders, past and present. The study found that women in the social work academy faced the same pressures as other women in higher education; some of these pressures were also shared by men. Most significant, however, was the extent to which women in social work academia experienced twin challenges, firstly, as female academics and secondly, as female social work academics in a discipline that struggles for recognition in the academy. We conclude that this makes for a contradictory and, at times, ambiguous experience for women as they navigate the gendered academy.     

Preparing to face the media in times of crisis: Training spokespersons’ verbal and nonverbal cues

Seventeen in-depth interviews with professional media trainers from Belgium were carried out to examine which recommendations are offered during media training of organizational spokespersons. The interviews reveal the recommendations of media trainers concerning verbal, visual, and vocal cues of spokespersons, with special focus on addressing the media in times of organizational crisis. The findings offer a structured overview of practical recommendations given by media trainers to organizational spokespersons. In addition, the findings put the scarce academic literature about the optimal verbal and nonverbal delivery of crisis responses into perspective, by showing if and how those theoretical aspects are addressed in practice. Based on these insights a research agenda for crisis communication delivery is set.     

“Big Brother’s Bigger Brother”: The Visual Politics of (Counter) Surveillance in Baltimore

In 2016, without the knowledge of its citizens, Baltimore City Police deployed a military aerial surveillance technology called Wide Area Motion Imagery (WAMI), which can track the movements of every person in public view over the entire city. Though the trial of the “spy plane,” as the program was dubbed, quickly ended in scandal, organizers from Baltimore’s low-income minority neighborhoods successfully rebooted the program in 2020, this time framing WAMI partly as a tool of “sousveillance” (watching “from below”) that can track the movements of police officers. The paper shows how organizers “rebranded” WAMI around two conceptions of sousveillance—“citizen-centered” and “state-centered”—creating an unlikely coalition of supporters from both pro- and anti-policing sides of the criminal justice reform debate. But while the renewed program has vowed to be a “Big Brother” to the state, it will continue to be used for traditional surveillance, raising troubling questions about privacy. The article sheds light on the politics of watching and being watched in the era of technology-driven criminal justice reform.     

民族高校“双符双适型”人才培养模式下的招生就业模式探讨——基于西南民族大学面向四川省甘孜藏族自治州实施订单定向招生的实证研究

西南民族大学在2013年-2016年为甘孜州招收培养定向就业学生，解决了甘孜州专业技术人才紧缺、民汉兼通双语人才匮乏、基层人才队伍不足等现实问题，形成了较成熟、可借鉴的订单定向招生就业模式，是建立民族高校“双符双适”人才培养模式的有益探索。     

挣脱生态牢笼的路径探幽——《共产党宣言》中马克思生态思想解读

《共产党宣言》蕴含着深刻的生态思想,其体系以人、社会、自然整体为背景,其核心观点认为生态问题是由资本主义生产方式引起的.马克思在唯物史观视野下,科学论证了资产阶级的所有制必然灭亡、共产主义必然实现的历史发展逻辑,廓清了人与人、人与自然之间双重和解的演化路径.其中关于科技提升、市场拓展、交通和通信发展等引起世界市场“生态扩张”的思想,对全球化程度日益加深境况下“生态文明”和“人类命运共同体”的构建具有重大的理论和实践指导价值.     

Paradox of public sector capacity building: Lessons from MATT2 UK–Bangladesh co‐operation

This study focuses on the Government of Bangladesh and the UK Department for International Development (DFID) public sector capacity‐building project under collaborative public governance. It examines the efficiency and effectiveness of a foreign‐funded and multistakeholder‐led public sector capacity‐development initiative dubbed Managing at the Top Stage 2 (MATT2) project, and how it contributed to the human resource capacity development in Bangladesh. A combination of data from Government sources, in‐depth interviews, focus group discussions, participant observation and author analysis was adopted. The results showed the project to have been largely successful, despite some challenges.     

大学生新党员思想教育和培养工作的现状与创新研究

针对大学生新党员教育现状和培养工作的现状与创新性研究进行了科学有效的探索实践，从多方位、多角度、多层次对大学生党建工作进行了系统研究分析，把理论教育和实践教育相结合，把新党员教育和开展活动相结合，把支部建设和创新实践相结合，使大学生新党员教育培养工作更具系统性、针对性和时代性。     

论法院案件集体讨论机制的变迁——从审判委员会到法官会议

以审委会为代表的案件讨论机制的实践合理性正日益受到社会情境因素的影响，由此产生审委会决策机制的功能限缩问题。在审委会实际角色作用逐渐转变的过程中，法官会议讨论程序逐渐浮现并得到制度化。法官会议所具有的“正反校验”作用有助于解决疑难案件中法律适用的权威来源问题，很大程度上替代审委会规范法律适用的功能。法院内部案件集体讨论机制的流变，反映的是法院内部权力集中度的差异，即从审委会的功能限缩到法官会议的制度化呈现出从集体决策权到集体讨论权的权力变迁过程。与之相对应的是，法官群体在审判权力方面渐进的规模化、结构化、自主化，集体理性走向个体理性的过程得到强化。
