合作与破裂:山东地方官与大刀会关系研究

山东地方官对大刀会、拳会的宽容的政策与态度由来已久，早在甲午中日战争期间，官军就与大刀会形成默契，在共同缉捕盗匪方面取得显著成效，直至义和团在中外联合势力的绞杀下失败，在此期间，大刀会、拳会等名目的民间团体组织与官府的关系就处在一种半合作半破裂的游离状态，即这种宽容政策具有一定的延续性。就义和团运动而言，大刀会等民间会社势力仅仅是为义和团运动构筑的可能性力量而已，程度很高，却极不稳定，它们有待于官方的开掘、引导与锤炼及外力催逼，即官方对刀会、拳会的宽容态度与政策，以及西方列强、教会势力的威逼现实这两种因素，而前者更为重要。     

教育时空拓展:教师专业成长的机遇与挑战

随着人类文明的进步、社会的发展以及信息技术的普及，教育时间和空间得到迅速拓展。教育时空拓展正如一把双刃剑，给教育活动的实施带来机遇的同时也带来了挑战。教师作为教育活动的主要组织者和实施者，在享受机遇的同时也要迎接教育时空拓展所带来的挑战。通过分析教育时空拓展的内涵与表征，发现教师专业成长正处在社会化、终身化与数字化的发展大潮中，因此教师要充分利用好教育时空拓展带来的机遇，同时慎重应对由此面临的挑战，不断提高应变能力，以促进教师专业成长和教育事业的发展。     

Navigating the gendered academy: women in social work academia

ABSTRACT

Women fare less well than men across all academic disciplines: they are less likely to be promoted, they earn less, and many more professors are men. There has, however, been little analysis to date of the experience of women in social work education, a discipline that has historically had higher representation of female staff and students. This study set out to explore women in the social work academy through a case-study of social work education in Scotland. A mixed-methods approach was used, including a review of relevant literature; an online survey of women and men academics in social work education; and semi-structured interviews with female social work leaders, past and present. The study found that women in the social work academy faced the same pressures as other women in higher education; some of these pressures were also shared by men. Most significant, however, was the extent to which women in social work academia experienced twin challenges, firstly, as female academics and secondly, as female social work academics in a discipline that struggles for recognition in the academy. We conclude that this makes for a contradictory and, at times, ambiguous experience for women as they navigate the gendered academy.     

“Big Brother’s Bigger Brother”: The Visual Politics of (Counter) Surveillance in Baltimore

In 2016, without the knowledge of its citizens, Baltimore City Police deployed a military aerial surveillance technology called Wide Area Motion Imagery (WAMI), which can track the movements of every person in public view over the entire city. Though the trial of the “spy plane,” as the program was dubbed, quickly ended in scandal, organizers from Baltimore’s low-income minority neighborhoods successfully rebooted the program in 2020, this time framing WAMI partly as a tool of “sousveillance” (watching “from below”) that can track the movements of police officers. The paper shows how organizers “rebranded” WAMI around two conceptions of sousveillance—“citizen-centered” and “state-centered”—creating an unlikely coalition of supporters from both pro- and anti-policing sides of the criminal justice reform debate. But while the renewed program has vowed to be a “Big Brother” to the state, it will continue to be used for traditional surveillance, raising troubling questions about privacy. The article sheds light on the politics of watching and being watched in the era of technology-driven criminal justice reform.     

论法院案件集体讨论机制的变迁——从审判委员会到法官会议

以审委会为代表的案件讨论机制的实践合理性正日益受到社会情境因素的影响，由此产生审委会决策机制的功能限缩问题。在审委会实际角色作用逐渐转变的过程中，法官会议讨论程序逐渐浮现并得到制度化。法官会议所具有的“正反校验”作用有助于解决疑难案件中法律适用的权威来源问题，很大程度上替代审委会规范法律适用的功能。法院内部案件集体讨论机制的流变，反映的是法院内部权力集中度的差异，即从审委会的功能限缩到法官会议的制度化呈现出从集体决策权到集体讨论权的权力变迁过程。与之相对应的是，法官群体在审判权力方面渐进的规模化、结构化、自主化，集体理性走向个体理性的过程得到强化。     

中等职业教育财政投入现状分析与对策研究——以河北省为例

文章通过发放调查问卷，归纳、整理“十二五”期间的财务会计报表对河北省中等职业教育财政投入状况进行了分析，揭示了存在的主要问题，提出了改进中等职业教育财政投入机制的对策和建议。

Falling into the existential abyss: Ivan Franko’s realist prose in experiments with Gothic and crime fiction modes

This article examines three novels by Ukrainian realist Ivan Franko (1856–1916): Dlia domashn'oho ohnyshcha (For the Home Hearth, 1892), Osnovy suspil'nosti (Pillars of Society, 1894), and Perekhresni stezhky (Fateful Crossroads, 1900). Previous scholars saw elements of crime fiction in these works, but the actual relationship between the two genres of crime fiction and realism has not been fully developed. By studying the conventions of crime fiction, along with its antecedent, the Gothic, and their influence on Franko, the author shows the make-up of the early Ukrainian crime fiction genre and points to its importance in understanding Franko’s vacillation between realist and modernist tendencies. As she argues, the scales of his vacillation are tipped toward modernism in its decadent form, an existential void that characterized fin de siècle Europe. Hence, Franko’s “ideal” or programmatic realism (defined by Franko as a literary style with a didactic tendency aimed at educating society), which he introduced under the appealing cover of crime and Gothic motifs, ultimately failed him. The author proposes that it is the creative modes (Gothic and crime fiction) that Franko chose for voicing his ideas about social reforms that led him, unsuspectingly, away from his programmatic goal and toward the decadent aspects of modernism.     

Legitimating the Philippines as a language learning space: Transnational Korean youth's experiences and evaluations

This paper examines how a peripheral English‐speaking country is constructed as a legitimate language learning space in the global English language teaching (ELT) industry by investigating South Koreans’ recent engagement in Philippine English education. It focuses on a short‐term English study abroad program, in which the Philippines serves as a transit place prior to students’ moving to a Western English‐speaking country. Drawing data from ethnographic research on South Korean youth studying English abroad, the article analyzes why Korean students seek Philippine English education in spite of their apparent pursuit of authentic English, and how they evaluate their learning experience in the Philippines. This paper finds that the Philippines holds a niche market in the global ELT industry by separating a space for English learning from other public and everyday spaces of English use and offering pedagogically intensive but emotionally supportive environments to English learners.     

Statistical Inference Enables Bad Science; Statistical Thinking Enables Good Science

ABSTRACT

Scientific research of all kinds should be guided by statistical thinking: in the design and conduct of the study, in the disciplined exploration and enlightened display of the data, and to avoid statistical pitfalls in the interpretation of the results. However, formal, probability-based statistical inference should play no role in most scientific research, which is inherently exploratory, requiring flexible methods of analysis that inherently risk overfitting. The nature of exploratory work is that data are used to help guide model choice, and under these circumstances, uncertainty cannot be precisely quantified, because of the inevitable model selection bias that results. To be valid, statistical inference should be restricted to situations where the study design and analysis plan are specified prior to data collection. Exploratory data analysis provides the flexibility needed for most other situations, including statistical methods that are regularized, robust, or nonparametric. Of course, no individual statistical analysis should be considered sufficient to establish scientific validity: research requires many sets of data along many lines of evidence, with a watchfulness for systematic error. Replicating and predicting findings in new data and new settings is a stronger way of validating claims than blessing results from an isolated study with statistical inferences.
