住房是农民工进入城市、融入城市的安身立命之所,而建设保障性住房(简称“保障房”)是改善农民工居住条件,推进农民工市民化进程的关键举措之一.在此背景下,结合最新的2017年中国流动人口动态监测调查数据,系统考察了保障房对新生代农民工城市居留意愿的影响.研究表明:第一,居住在保障房的新生代农民工比例仍然偏低,意味着针对农民工的保障房建设依然任重道远.第二,相比于租房,保障房对新生代农民工城市居留意愿具有显著正向影响,在加入其他解释变量后,结论保持一致.考虑到模型中潜在的选择性偏误,运用倾向得分匹配法构建反事实框架加以纠正,并通过逆向概率加权法、逆向概率加权回归调整法、调整变量衡量方式等进行稳健性检验,结论依然成立.第三,保障房对新生代农民工城市居留意愿的影响存在代际差异,相比于90后农民工,保障房对80后农民工的影响更明显.由此,提出要发挥保障房在农民工市民化进程中的作用,应当突出保障房建设的多样性与差异化、优先考虑就业居住超五年和80后农民工等方面实施更有利于新生代农民工的住房制度改革举措.  相似文献

基于1999—2017年中国35个大中城市的面板数据,构建基于供求关系的面板回归模型,从国家和区域两个层面对造成房价波动的原因进行探究。结果表明:价格预期在全国和区域模型中均对房价有显著的正向影响,且在大多数地区,其影响力大于其他因素;人口对房价有正向影响,但只在北部沿海、东部沿海和南部沿海显著;收入对南部沿海、黄河中游和西南地区的房价均有显著的正向影响,而在北部沿海、东部沿海、长江中游、西北地区和东北地区,该因素对房价的影响并不显著;除全国和西南、西北地区外,房屋造价作为成本因素对绝大多数地区的房价有正向影响;信贷的可获得性作为政策因素对房价有正向影响,除南部沿海和黄河中游外,在其他区域均显著;住宅开发投资与住宅价格呈负相关关系,但其只在少数经济发达地区显著。因此,未来对房地产市场的调控应根据区域房价波动影响因素的不同区别对待,因地制宜。  相似文献

This article describes the development and evaluation of MOSH (Moving On From Supportive Housing), a transitional skill-building curriculum for providers helping residents exit homeless services to mainstream housing without embedded supports. In this evaluation, we assess the feasibility, acceptability, fit, and potential efficacy of the MOSH curriculum to improve proximal provider-level outcomes, including self-efficacy to provide MOSH-related independent living skills and supports. Homeless-services providers (N = 49) from a range of programs and settings participated in the training. Findings from focus groups and pre- and posttest surveys indicate high levels of overall satisfaction with the training. The majority of trainees perceived the training to be useful to their work and potentially useful for service recipients, felt the training would fit well within their existing day-to-day work, and said they were very likely to use MOSH skills in such work. Statistically significant improvements in self-efficacy regarding all skills but one were also found. MOSH holds promise as an intervention that can enhance provider practice and promotion of independent living skills in homeless services. Although these initial findings on MOSH are encouraging, further research will be needed to evaluate provider knowledge gains and effective use of these skills in practice.  相似文献

ABSTRACT

The implosion of popular struggles against the erosion of economic and democratic rights in the Middle East has thrown into sharp relief the co-constitutive character of neoliberal reforms and authoritarian state practices. This article zooms in on this relationship, and traces the consolidation of a core component of authoritarian statisms by examining how the ruling AKP government in Turkey has facilitated executive centralization. This process refers to a form of state restructuring whereby key decision-making powers are increasingly concentrated in the hands of the central government while democratic avenues to contest government policies are curtailed through legal and administrative reforms, and the marginalization of dissident social forces. I unpack the mechanisms of executive centralization in Turkey by exploring the transformation of urban governance under AKP rule, which has promoted a spectacular degree of state-led commodification of land and housing while simultaneously recentralizing key decision-making powers. The investigation demonstrates that executive centralization in urban governance has paved the way for the swift implementation of contested urban transformation projects marked by a non-participatory approach to urban ‘renewal’, the reconfiguration of the state’s redistributive function vis-à-vis low-income households, and a tendency to exacerbate existing patterns of inequalities in the housing market.  相似文献

This article concerns the housing allowance, an economic benefit provided to low-income households and the elderly in Norway. Ensuring a high quality of housing for the elderly has been a priority in the development of the Norwegian welfare state. This article is based on results from a qualitative study among elderly recipients of a housing allowance. The study shows that while these recipients viewed the financial support the allowance offered as crucial, they still felt impoverished. The study raises some questions about whether the housing allowance scheme encourages high-quality housing.  相似文献

The paper complements Abu-Orf's theory about violent settings by setting out a theory of fear in urban planning in ordinary urban contexts around three arguments: spatialization of fear; (modernist) spatialities and the encounter and political economies of urban fear. The three theoretical arguments are used to re-frame the planning history of Chelas, an affordable housing district in Lisbon, Portugal, and debate the way fear shapes, and is shaped in turn by, planning practice. Confirming that (growing) fear in ordinary urban contexts is not just an effect of the contemporary organization of cities, the paper argues for a theorization of fear that combines global (hegemonic) and a local (discursive/contingent) perspectives in the theorization of urban fear, and advocates for the need to put fear, and its capacity to create a crisis in urban policy, at the heart of planners' agendas.  相似文献

Planners in England routinely include shared ownership (SO) housing in the affordable housing element of new developments. Government policies in a number of European countries have also backed intermediate housing market mechanisms as a solution to housing affordability. The rhetoric of such mechanisms makes claims about its social progressiveness, its role in facilitating socio-economic mobility and helping people move from rented accommodation into full owner-occupation. SO schemes in England have been justified on the grounds of being transitional tenures and planners have accepted SO on this basis. However, given the paucity of rigorous empirical work, there is a concern that this is a policy based on assumption rather than evidence. This paper delineates existing knowledge, clarifies dimensions of the intermediate housing market and highlights underlying policy issues based on a large data-set of shared owners in England. Our analysis indicates that SO may not be appropriately classified as affordable housing, and justifiable policy requires further evidence.  相似文献

This review examines the current published and “grey” literature relating to the experiences of homelessness by people seeking asylum within Australia. While many people seeking asylum have experienced homelessness during their flight, inadequate and unaffordable housing are a feature of the settlement experience for a large number of new arrivals to Australia, putting at risk their successful settlement. This study aims to explore the factors influencing access to stable housing. A systematic review of the academic literature and a search of the grey literature identified 11 articles and 20 documents related to homelessness and people seeking asylum in Australia. The academic literature included a variety of methods and approaches to the investigation of the experience of homelessness in Australia. The grey literature was more practice based, including evaluation and research reports, submissions, and newsletters. Findings suggest that experiences of homelessness are multifaceted and have a range of influences, including policy, financial stress, lack of access to education and employment, and a lack of affordable and suitable housing. Any solutions to address homelessness need to be similarly diverse. Discrimination from real estate agents and employers was also identified as a barrier to housing for many people seeking asylum, an issue that will need to be addressed at a systematic level. The lack of research published in the academic literature means that although there may be some programmes or solutions operating in the community, as demonstrated in the grey literature, this information is not being shared beyond organisation websites or subscriber lists, resulting in a lack of coherency or sharing of solutions. This review highlights the need for further attention to the factors influencing homelessness in asylum seekers, the experience of homelessness, and how these can be addressed by government and non-government led strategies and policy development.  相似文献

This paper examines if ‘naming and shaming’ is an effective tool to increase accountability in school dropout for cities with disadvantaged student populations. It argues that a comparison with other cities might be unfair if regional and population characteristics differ. It discusses the example of two Dutch new towns. The new town policy deliberately attracted low- and medium-income households in the past, such that today the population of those cities differs from other cities. We use a matching analysis to account for observed differences in population and regional characteristics. The results point out that ‘naming and shaming’ may be a dangerous policy to increase accountability: early school leaving differences are driven, to a large extent, by observed differences in population and regional characteristics.  相似文献

In this paper I argue that we have been amiss in diagnosing the role played by government, which has exacerbated the housing problems afflicting low‐income households in Australia. However, I argue further we have placed too much faith in the capacity of managerial interventions to ameliorate what are far more deep‐rooted and systemic challenges. It is suggested that researchers need to adopt a more critical account of the conduct of contemporary government policy making, one that casts aside a view of the State as a benevolent agency whose primary objective is to ameliorate the conditions of the disadvantaged. Instead, the State should be understood as an agency that sustains the conditions necessary for the finance industry, developers and real estate agents, along with well‐off householders and landlords, to reap profits. The political economy of Australian housing, in its current incarnation, performs a form of reverse welfarism that exacerbates social inequality.  相似文献
