Working with a Community in Crisis: Sustaining and Strengthening the Portland,Maine Seafood Industry

A crisis in the commercial fishing industry jeopardized long term survival of the Port of Portland, the second largest seaport in New England and a significant contributor to Maines economic health. The State of Maine Department of Marine Resources and the City of Portland wanted to find a solution such that industry stakeholders would self-organize, define the industrys future, and create and implement a viable strategy. The consultant conceptualized the project using complexity theory because this theory reflected the deep, complex, community inter-relationships and also provided the opportunity to integrate activities and outcomes across all phases of the project.
