There is limited research exploring parents' views and understanding of referrals to the child-welfare services (CWS). This study explores parents' understanding of the circumstances leading to a child-welfare referral, and their understanding of the reporter's objectives in making the referral. Qualitative content analysis and frequency analysis was performed on open-ended survey responses from a sample of 683 Norwegian parents in contact with the CWS. The results showed that the majority (60.2%) of the parents perceived the referral to be initiated solely because of parental difficulties and multiple family life stressors. Some of the parents (22.8%) believed the referrals were initiated exclusively because of their children's problems, whereas a few (13.3%) perceived it to be a combination of parental/familial difficulties and children's problems. The findings reveal that close to half of the parents (46.4%) felt the objective of the person making the referral was to help the child, their parents and the family. Some (36.5%) saw it as a routine or mandated action by public or official services, while others (18.7%) reported that they did not know why referrals had been made, or gave no answer to the question. A small group of parents (6%) viewed the referral as an act of harassment. The main implications of these findings are discussed.  相似文献

This paper examines the relationship between professional work and standardization. There has been an increase in the use of standardized programmes in child welfare services (CWS) in Western society. Some researchers have criticized standardized programmes suggesting that they undermine professionals expertise and threaten their position, whereas others argue that such programmes strengthen professional practice. In this paper, we examine how standardized tools, in this case, a standardized parenting programme and a standardized Norwegian assessment tool, influence professional roles as experienced by child welfare workers (CWS professionals) in Norway. Semistructured individual and group interviews were conducted with 31 frontline workers in two CWS agencies. Our findings suggest that standardized tools increase the social workers experienced professional competence but challenge their professional knowledge base, reflective practice, and professional accountability. Professional and practical implications for CWS work are discussed in the light of these findings.  相似文献

Social workers' constructions of children and childhood are central to how professionals interact with children and support their needs. The aim of this integrative review was to provide a comprehensive portrayal of child protection social workers' constructions of children and childhood. We analysed and synthesized 35 empirical studies with samples of social workers in the child protection domain where issues regarding the child or the child's situation were the study focus. The findings show that children and youth are constructed as a generalized group viewed in light of their parents. We see a fragmented and context‐free child produced by causal shortcuts strongly informed by specific and, at times, simplified and biased psychological knowledge. Moreover, we identify constructions of the child in need of protection and thereby position children as objects for intervention, separating that from children as subjects in their own rights. Although the participatory child is visible in the data material, the actual practice of involving children seems arbitrary.  相似文献

This chapter explores the relation between subjectivities, materialities (including technological arrangements) and bodily competencies. Starting from the assumption that all material and bodily arrangements are specific, it considers some of those specificities, and the 'passages' through which these specific arrangements are fitted together for a particular person, Liv, who is physically disabled. It explores the character of some of Liv's 'passages'—some are 'good', some 'bad', some public, and some discrediting—and the ways in which they are shaped to produce personal and biographical continuity and relative autonomy for her—an autonomy and capacity discretionary decision making which she highly values. The paper thus uses some of the tools developed in the actor-network approach, but also in feminism, to interpret the material and corporeal relations involved in the formation of contemporary subjectivities.  相似文献

The topic of this article is the promises of technology for disabled people. The starting point is that disabled is not something one is but something one becomes, and, further, that disability is enacted and ordered in situated and quite specific ways. The question, then, is how people become, and are made, disabled - and, in particular, what role technologies and other material arrangements play in enabling and or disabling interactions. Drawing on a study of the uses of new technologies in the lives of disabled people in Norway, and recent work in disability studies as well as social studies of science and technology, this article explores precisely what positions and capacities are enabled; how these are made possible in practice; the specific configuration of subjectivity, embodiment and disability that emerges; and the limits to this mode of ordering disability and its technologies. The argument is that in this context the mobilization of new technologies works to build an order of the normal and turn disabled people into competent normal subjects. However, this strategy based on compensation achieves its goals only at a very high price: by continuing to reproduce boundaries between abled and disabled, and normal and deviant, which constitute some people as disabled in the first place. There are thus limits to normalization. And so, notwithstanding their generative and transformative power, technologies working within an order of the normal are implicated in the (re)production of the asymmetries that they and it seek to undo.  相似文献

Public policies encourage the service system to work in new ways to promote health and increase social equality. This paper presents four categories that show the character of the low‐threshold services in Norwegian family centres from the professionals' and parents' perspectives, focusing on accessibility and participation: easy access, low level of bureaucracy, collaborative competences and inclusive arena. This paper is based on an inductive study in three municipalities that have chosen to establish family centres as interdisciplinary co‐located services that aim to offer low‐threshold services for children and their families. Data were generated through a fieldwork, and participatory observation and interviews were the main source of data. The methodological framework for the analysis was grounded theory, in which the data generation and analysis interchanged throughout the study, and theoretical sampling set the focus for the fieldwork. Exploring the actor's perspective highlighted both strengths and challenges with the low‐threshold services in the family centres. The four elements presented emphasize that the value of these low‐threshold services are not found in one single hallmark; rather, the value depends on an interaction between different elements that must be addressed when establishing, evaluating and developing low‐threshold services in family centres.  相似文献

The topic of this article is the ordering of disability. The question is how people become, and are made, disabled. This is linked with a further question about how to investigate and represent differences such as those between ability and disability. How can studies that aim to contribute to opening up and remaking the conditions of possibility for disability avoid reproducing the same differences and distributions of power and agency? Indeed, disability studies have contributed to denaturalizing ability as well as disability. Many of these studies owe much to genealogical approaches focusing on the descent, regulation, and generative power of discourse. But then the problematic inference is drawn that this discourse imposes itself to order how people perceive and think, materializes in bodies and practices, and does so in a coherent manner. The objective in this article is to pursue a different approach that investigates ordering in practice, brings out the existing alternatives and explores the possibilities for articulating these. For this endeavour, the author mobilizes a specific strand of Foucauldian work and reworkings of it in science and technology studies. Drawing on a study of life after road traffic accidents in Norway, this article explores the following: how disability becomes enacted in everyday practices; the character of the modes of ordering that emerge in these practices; how this ordering is achieved; and the nature of the relations and interferences between these ways of becoming disabled. The argument is that in practice people slip and move between multiple modes of ordering that co-exist, are partially related in complex ways, and even folded into each other. Finally, the article considers the relation between openness and multiplicity – and their study – in view of possibilities for articulating alternatives.  相似文献

Children in family foster care have the right to participate in decisions regarding their life, however, adults often advocate on behalf of children. This Q methodological study explored whether shared perspectives among foster parents and care workers resemble shared perspectives of youth regarding the psychosocial needs experienced by youth with a history of sexual abuse. Participants sorted a set of statement cards according to what they thought was most important for youth. By-person factor analyses examined how the Q sorts of foster parents and care workers related to those of youth. The results showed that foster parents mostly recognized the group of youth who value an instrumental relationship with their carers, while care workers mostly recognized the group of youth who value support of both foster and birth parents with regard to their preparation for independent living. The two youth groups characterized by ambivalence and autonomy were barely recognized. Results are discussed in light of the expected roles of foster parents and care workers, and youth’s contact with birth parents. Lastly, this study highlights the importance of youth participation, because youth offer unique and varying perspectives about their needs.  相似文献

Sexual violence against children in sports receives little research attention. The aim of this Preferred Reporting Items for Systematic Reviews and Meta-Analyses-based systematic literature review was to synthesize the up-to-date knowledge and identify the already known and the still unknown information in this area. The literature search yielded seven eligible studies for inclusion. Their key outcomes suggest that sexual violence against children in sports is prevalent. Girls are more often the victims than boys, but gender appears to mediate the disclosure. Minority groups are at higher risk for sexual violence, and athletes at higher levels of competition seem to be more vulnerable for grooming. While the coach is often seen as the perpetrator, new research suggests that peer-athletes may precede the coach. Disclosure is a problem, due to personal and interpersonal concerns, which deters scholastic research in this area. In the final section of the review, a “what we know” and “what we need to know” list of highlights is offered as the concluding summary of the review. These factual points could raise the awareness of parents and/or guardians about the vulnerability of their children to sexual abuse if they are involved in sports. They could also attract the attention of the policy makers to the urgent need of developing and implementing preventive measures to make sports and exercise environments pleasurable and safe for children.  相似文献

Listening to the opinions of service users is important in research. This study explored how parents cognitively and emotionally perceive contact with the Norwegian Child Welfare Services (CWS). It also compared the reports of parents recently referred to the CWS with reports of more experienced users. A content analysis was conducted on open‐ended survey responses from parents (n = 697). This study fills a gap in the literature on how parents perceive contact with the CWS and what they see as important factors when judging this contact. The findings showed that 40.6% of the parents reported exclusively positive experiences, 30.7% of the parents reported solely negative experiences, while 24% of the parents described both positive and negative experiences. The content of the positive and negative experiences were related to characteristics of the child welfare workers, the quality of the relationship, the help offered and the parent's feelings of insecurity and fear. New CWS users tended to view the contact as more positive than the more experienced ones. Practical implications are presented.  相似文献
