Scour (localized erosion by water) is an important risk to bridges, and hence many infrastructure networks, around the world. In Britain, scour has caused the failure of railway bridges crossing rivers in more than 50 flood events. These events have been investigated in detail, providing a data set with which we develop and test a model to quantify scour risk. The risk analysis is formulated in terms of a generic, transferrable infrastructure network risk model. For some bridge failures, the severity of the causative flood was recorded or can be reconstructed. These data are combined with the background failure rate, and records of bridges that have not failed, to construct fragility curves that quantify the failure probability conditional on the severity of a flood event. The fragility curves generated are to some extent sensitive to the way in which these data are incorporated into the statistical analysis. The new fragility analysis is tested using flood events simulated from a spatial joint probability model for extreme river flows for all river gauging sites in Britain. The combined models appear robust in comparison with historical observations of the expected number of bridge failures in a flood event. The analysis is used to estimate the probability of single or multiple bridge failures in Britain's rail network. Combined with a model for passenger journey disruption in the event of bridge failure, we calculate a system‐wide estimate for the risk of scour failures in terms of passenger journey disruptions and associated economic costs.  相似文献

There is a paucity of research on how mothers and fathers socialize emotion in their adolescent sons and daughters. This study was based on 220 adolescents (range 11‐ to 16‐years‐old) who exhibit a range of emotional and behavioral problems and their parents. Parental responses to their children's displays of sadness, anger and fear were assessed. Mothers were found to be more engaged in their children's emotional lives than were fathers. With a few important exceptions (e.g., boys were punished for expressions of anger more than girls), adolescent girls and boys were socialized in much the same way. Parents of older adolescents were generally less supportive and more punitive toward emotional displays. Systematic links between adolescent problem status and parent approaches to emotion socialization were found. These findings on how parents socialize emotions in their adolescents have important implications for theory as well as practice.  相似文献

Care proceedings are the most powerful child protection intervention; local authorities make applications for over 20,000 children each year in England and Wales. The Department for Education holds two administrative databases of children who receive services, for children looked after and children in need. These databases do not record the use of care proceedings. Data linkage is a powerful tool for revealing patterns not visible from a single data set; the Outcomes for children before and after care proceedings reform study linked these administrative records with a research database of care proceedings to examine children's care and service journeys associated with care proceedings. The researchers also devised a simplified method for use by local authorities with their own records and tested this with North Yorkshire County Council. Analysis of the linked data reveals how care proceedings are used and the impact of care proceedings on care demand. It provides the basis for analysis of cohorts of children subject to proceedings and feedback to social workers, children's guardians, and the judges and lawyers on their decisions and children's outcomes.  相似文献

Theoretical and evidence-based group therapy models that address the interplay of grief and trauma are needed for children postdisaster. This article describes a theoretically informed 10-week grief and trauma group model that was evaluated with children in schools after Hurricane Katrina. The foundation of the grief and trauma intervention includes utilizing developmentally specific methods, an ecological perspective, and culturally relevant approaches. The theoretical ordering of themes addressed occurs within three overlapping phases: (1) resilience and safety, (2) restorative retelling, (3) and reconnecting (Herman, 1997 Herman, J. L. 1997. The professed aim of any social welfare or legal intervention in family life is often to bring about “better outcomes for the children.” But there is considerable ambiguity about “outcomes,” and the term is far too often used in far too simplistic a way. This paper draws on empirical research into the outcomes of care proceedings for a randomly selected sample of 616 children in England and Wales, about half starting proceedings in 2009–2010 and the others in 2014–2015. The paper considers the challenges of achieving and assessing “good outcomes” for the children. Outcomes are complex and fluid for all children, whatever the court order. One has to assess the progress of the children in the light of their individual needs and in the context of “normal” child development, and in terms of the legal provisions and policy expectations. A core paradox is that some of the most uncertain outcomes are for children who remain with or return to their parents; yet law and policy require that first consideration is given to this option. Greater transparency about the uncertainty of outcomes is a necessary step towards better understanding the risks and potential benefits of care proceedings.  相似文献
