This study bridges a gap between public library and emergency management policy versus practice by examining the role of public libraries in the community resource network for disaster recovery. Specifically, this study identifies the opportunities and challenges for public libraries to fulfill their role as a FEMA‐designated essential community organization and enhance community resilience. The results indicate there are several opportunities for libraries to enhance community resilience by offering technology resources and assistance; providing office, meeting, and community living room space; serving as the last redundant communication channel and a repository for community information and disaster narratives; and adapting or expanding services already offered to meet the changing needs of the community. However, libraries also face challenges in enhancing community resilience, including the temptation to overcommit library capacity and staff capability beyond the library mission and a lack of long‐term disaster plans and collaboration with emergency managers and government officials. Implications for library and emergency management practice and crisis research are discussed. 相似文献
For over 50 years (1958–2012) the American National Election Studies (ANES) survey has been measuring citizens’ evaluations of the trustworthiness of the “government in Washington”—an indicator that has been widely used to monitor the dynamics of political trust in the US over time. However, a critical assumption in using attitudinal constructs for longitudinal research is that the meaning-and-interpretation of such items should be comparable across groups of respondents at any one point in time and across samples over time. Using multigroup confirmatory factor analysis for ordered-categorical data, we test the measurement equivalence assumption with data collected by the ANES from 1964 to 2008. The results confirm that the ANES’ political trust scale has the same basic factorial structure over time. But for two key items, several threshold parameters were found to be different across time points, indicating that the meaning-and-interpretation of these questions, and especially the question about whether the government in Washington wastes money that people pay in taxes, varies significantly over time.
This study explored the experiences of mothers in college using a qualitative design. Results showed that a lack of financial resources was the chief barrier for student mothers in their educational pursuits while social/emotional support was the most important contributor to student mothers’ success in college. Participants relied heavily on student loans to cover costs of childcare or family to help watch their children. Role conflict experienced by student mothers has implications on family and college retention. Implications of this study included the adaptation and revisions of policies at the state and federal levels in addition to implications at the university level. Limitations of the study included a lack of racial and ethnic diversity and only including student mothers currently enrolled in college. The model of family functioning being presented is the product of over twenty years of research in clinical work with family units. A method of family therapy has been developed based upon this model and will be described in a future issue. The model utilizes a general systems theory approach in an attempt to describe the structure, organization, and transactional patterns of the family unit. It allows examination of families along the total spectrum ranging from healthy to severely pathological in their functioning. It is based upon a Judaeo-Christian value set, and allows attention to be paid to cultural differences and other issues of cultural relativity . 相似文献
Whether government‐based forms of food assistance such as the Supplemental Nutrition Assistance Program (SNAP), communal efforts including food pantries, aid from friends and family, or alternative means such as gardening are the appropriate means to reduce the prevalence of household food insecurity is a continuous source of policy contention. To inform this debate, we examine the relative importance of these forms of food assistance and acquisition to a sample of U.S. older adults from the 2010 Brazos Valley Health Assessment of central Texas households that have been stratified by income eligibility for SNAP, low‐income SNAP ineligibility, and above low income status. To identify how membership in these socioeconomic groups constrains household capacity to acquire sufficient food to maintain an adequate and healthy diet, we explore the varied associations of assets received from government; communal and intimate social networks; and alternative food sources such as gardening, hunting, and fishing with household food security across socioeconomic status, while examining the importance of place of residence on the use of capital assets. SNAP participation was the only specific capital asset associated with all levels of food insecurity for both SNAP‐eligible and ineligible low‐income groups, thus emphasizing the continued importance of food assistance among poverty‐level older adults. 相似文献
Common Ground Co‐operative (CGC) provides training, administrative, and job coach support to five social enterprises for which persons with developmental disabilities are the non‐share‐capital partners. This study examines the use of social return on investment (SROI) as a means of determining the value of program impacts related to quality‐of‐life changes for enterprise partners and their families.
