Self-efficacy enhanced in a cross-cultural context through an initiative in under-resourced schools in KwaZulu-Natal,South Africa

This paper discusses the Khanyisa Programme, an initiative in KwaZulu-Natal, South Africa, where learners from under-resourced schools are supported by teachers and high achievers in Grade 11 and 12 from a previously advantaged state school under apartheid. A qualitative, evaluative study was undertaken to identify key elements in the ongoing success of the programme and collect participant suggestions for improvement. The findings, discussed within the framework of self-efficacy theory, identified enormous gains by Khanyisa learners, leading to vastly improved career prospects.     

Land-use and environmental pressures resulting from current and future bioenergy crop expansion: A review

Recent energy and climate policies, particularly in the developed world, have increased demand for bioenergy² as an alternative, which has led to both direct and indirect land-use changes and an array of environmental and socio-economic concerns. A comprehensive understanding of the land-use dynamics of bioenergy crop production is essential for the development of sustainable bioenergy and land-use policies. In this paper, we review the patterns and dynamics of land-use change associated with bioenergy crops (hereafter referred to as ’bioenergy-driven land-use change’). The review focuses on four regions as the most prominent locations in which these patterns and changes occur: Brazil; Indonesia and Malaysia; the United States of America (U.S.A.); and the European Union (EU). The review confirms that bioenergy-driven land-use change has affected and will impact most severely on the ’land- and resource-abundant’ developing regions, such as Brazil, where economic development takes priority over sustainable land-use policies, and the enforcement capability is limited. Opportunities for more effective policy are available through the development of international climate change policy (e.g. REDD under the UNFCCC), and certification criteria for sustainable bioenergy products (e.g. EU RED). However, bioenergy produced from no and/or less land-using feedstocks (e.g. wastes and residues), and their associated technologies must be given higher priority to minimise bioenergy-driven land-use change and its negative impacts.     

Planning for the delivery of special services in public schools : A multidimensional needs assessment framework

Public Law 94–142 requires that public school districts provide special service programs to handicapped and potentially handicapped children with diverse psychological, educational, and physical needs. In order for such programs to be developed and implemented in an appropriate and timely manner, procedures for assessment of pupil needs as well as assessment of school district resources that might address those needs, have been considered as important service delivery prerequisites. Toward that end, a Multidimensional Needs Assessment Framework, which has been developed by the authors and used in numerous public schools, is described in this paper. The Framework, which allows needs assessment to be seen as an integral part of the program planning process, requires that needs assessment and program planning activities occur in relation to three distinct, yet interrelated dimensions: Special Service Recipients, Special Service Resources, and Organizational Unit. Considerations necessary for design and implementation of needs assessment using the Framework are discussed, and suggestions for further development of the approach are noted.     

Experiments with incentives in telephone surveys

In an effort to counter the problem of noncooperation, survey organizations are offering incentives to respondents with increasing frequency, some at the outset of the survey, as has traditionally been done in mail surveys, and some only after the person has refused, in an attempt to convert the refusal. This article reports on a series of experiments carried out over a period of about 2 years with a monthly telephone survey, the Survey of Consumer Attitudes, in an effort to increase response rates or reduce interviewer effort. We report on experiments with prepaid versus promised incentives; advance letters; and advance letters with prepaid incentives; and we also report on the effects of incentives on response quality, sample composition, response bias, interviewer and respondent expectations, and costs.     

Energy Conservation—A Case Study in Campaign Evaluation

This study demonstrates the considerations involved in evaluation research into the effectiveness of campaigns designed to influence social change. It is an examination of the results of applying aspects of the attitude change studies to the subject of environmental issues. A case study was made of the Smallternatives energy conservation campaign which originated in 1976 in Brisbane, at a time of little recognition of an energy 'crisis' for Australia or the need for energy conservation. Results indicated that levels of concern for environmental issues were present throughout the sample; that one group (who requested Smallternatives information) were more concerned about energy and environmental issues than groups who had not requested it; and that the booklet, when issued without request, had little or no effect on desired attitudes towards energy conservation. These results are discussed with respect to the dilemma of attitude-behaviour consistency, and the impact of information input when it is sent to, rather than requested by, the individual.
