Australia's income support arrangements have come under increasing scrutiny lately reflecting a growing concern about high levels of youth unemployment and about low levels of full-time education participation. This paper aims to explore the relationship between education participation and financial incentives and to assess as a possible direction for future reform, the concept of a single and universal youth allowance. The paper begins by outlining the major forms of income support available to young people and illustrates some of the complexities in the youth income support structure. The evidence on the importance of financial factors conflicts, particularly between economists and non-economists. This is in part explained by the different conceptual frameworks used. Other possible reasons are canvassed as to why studies have so far not thrown much light on the role of financial factors in the education participation decision. The paper also outlines specific directions of distortion contained in current payment relativities. Several difficulties with the proposal for a single youth allowance as a means of increasing education participation are discussed and alternatives briefly outlined. The concluding section of the paper summarises the issues relevant to the future debate on youth income support and identifies areas for further research.  相似文献

Collective bargaining requires that an agent represent workers. This paper examines the implications for the trade union movement of the resulting agency costs. Without transferable rights in the union, union members lack the means and incentive to bring forth the innovative agent controls common to the modern corporation. Considerations of the bargaining strengths of employers and employees, each represented by an agent, provide an explanation of the simultaneous decline of private sector union membership (corporate share holders have been more successful at lowering agency costs) and growth of public sector union representation (where the union official, a “double agent,” serves the interest of both employee and bureaucratic employer). The authors acknowledge the helpful remarks Donald L. Martin whose earlier research on property rights in unions inspired this effort. After determining a need for organizational change informed by changes in workforce demographics, community demographics, the socio-political and economic environment, and constraints on resources, one agency sought to transform its organizational culture into that of a learning organization. An external organizational development consultant was hired to work with agency leadership to identify ways that would help move the agency's culture towards one that was conducive to learning. Specifically, the agency director sought to create a culture where communication is encouraged both vertically and horizontally, frontline level workers are engaged and their voices heard, cross-departmental problem solving is practiced, innovative ideas are supported, and evidence-informed practice regularly implemented. This case study describes the experiences of this agency and the process taken toward engaging an external consultant and moving towards the development of a culture of learning.  相似文献

Darwin (1872) hypothesized that some facial muscle actions associated with emotion cannot be consciously inhibited, particularly when the to-be concealed emotion is strong. The present study investigated emotional “leakage” in deceptive facial expressions as a function of emotional intensity. Participants viewed low or high intensity disgusting, sad, frightening, and happy images, responding to each with a 5 s videotaped genuine or deceptive expression. Each 1/30 s frame of the 1,711 expressions (256,650 frames in total) was analyzed for the presence and duration of universal expressions. Results strongly supported the inhibition hypothesis. In general, emotional leakage lasted longer in both the upper and lower face during high-intensity masked, relative to low-intensity, masked expressions. High intensity emotion was more difficult to conceal than low intensity emotion during emotional neutralization, leading to a greater likelihood of emotional leakage in the upper face. The greatest and least amount of emotional leakage occurred during fearful and happiness expressions, respectively. Untrained observers were unable to discriminate real and false expressions above the level of chance.  相似文献
