ABSTRACT

The recent evolution of asylum and refugee policies in developed countries has been characterised by two apparently contradictory dynamics. Efforts to limit the number of asylum applicants have coincided with the strengthening of rights for asylum seekers and refugees inside existing protection systems. The ‘numbers vs. rights’ model seeks to explain such counter-veiling trends as a trade-off, as the result of attempts to manage costs within given budget constraints. The model suggests that high numbers of migrants will tend to go hand in hand with attempts to restrict their rights, while low numbers will typically be associated with more rights. This paper provides a critical analysis of the model when applied to asylum and refugee policies and examines its explanatory purchase through the analysis of longitudinal data on visa and asylum statistics. We argue that while the model provides an interesting framework through which to analyse executive decisions in this field, it underestimates the opportunities and constraints provided by the institutional context in which policy choices are made. We argue that ‘over-time’ variation in the influence of non-majoritarian institutions (in Europe, increasingly those operating at the EU level) provide a more compelling account of the dynamics of asylum and refugee policies over time than the political economy predictions of a ‘number vs. rights’ trade-off.  相似文献

The aim of the study was to evaluate the implementation of a section in the Danish Social Assistance Act which encourages local authorities to offer families services in order to support children at risk of child maltreatment. The specific purpose of the present paper is to answer the question: Will the socio‐psychological development of children known to social services be improved when abuse and neglect are reduced? A sample of 1,138 children was drawn at random from new social services cases starting in 1998. Subsequently, about 80 per cent were evaluated by local caseworkers on the basis of a standardised questionnaire covering a period of four years. The most damaging family conditions seemed to be psychological maltreatment, physical/sexual abuse and neglect. Maltreated children were more often in a depressed state, unhappy, socially isolated, or they had an eating disorder, inadequate or under‐nutrition, suicidal tendencies, lack of concentration, or disturbed behaviour, compared to those children who were not exposed to abuse and neglect. If parental behaviour improved, effects on children's well‐being were also observed and positive changes in children's socio‐psychological development were identified. The questionnaire explored the impact of various interventions, including services geared to strengthen the child's network, but results indicated that the child displayed reduced risk of reactive symptoms only when parental behaviour improved and abuse and neglect were reduced. It is frequently assumed that a poor psychosocial working environment will create conditions that encourage bullying. However, few studies have examined this assumption while comparing work environment ratings of bullied and non-bullied employees who work in the same organization and/or department. The objectives of this study were therefore, first, to investigate relationships between bullying and other psychosocial work environment factors within a particular organizational setting and, second, to investigate if bullied employees reported higher levels of stress than non-bullied employees. A total of 186 blue-collar employees from a Danish manufacturing company participated in the study (response rate of 93%). Results showed significant differences in bullied and non-bullied employees' ratings of psychosocial factors such as job control, management style, role clarity, social climate, social contact and work centrality. In order to investigate assumptions that a poor psychosocial work environment creates conditions that encourage bullying, a number of analyses compared the company's manufacturing departments with either high, medium or low levels of bullying. Results showed significant departmental differences. Yet, when bullied employees were removed from the statistical analyses, with regard to the perceived psychosocial environment these same departments could be differentiated only on the basis of rated job demands and management style. The results therefore bring into question the assumption that a generally poor work environment contributes to bullying. None the less, they do suggest that management style may directly or indirectly have contributed to a higher level of bullying. Also, bullied employees reported significantly more symptoms of psychological stress and mental fatigue than non-bullied employees.  相似文献

Limited academic research has been given to analysing the innovation capabilities of vendors in outsourcing contracts. This paper seeks to address this gap in the literature by enhancing our understanding of how the innovation capability of vendors is deployed to win, run and renew outsourcing contracts with their customers. Employing the resource-based view as a theoretical basis and undertaking in-depth case study analysis of three vendors in the electronic manufacturing services industry, the research shows that to achieve the outsourcing objectives of winning, running and renewing the contract, vendors can use different configurations of the competitive priorities of cost, quality, delivery and flexibility. The research aggregates the capabilities that influence the innovative capability of a vendor into the innovation-related capabilities (IRCs) of design, new product introduction and manufacturing. Three strategies are identified for vendors on how to deploy these IRCs, and a number of propositions are developed to indicate the suitability of the three deployment strategies for different operational contexts.  相似文献

For modelling the location of pyramidal cells in the human cerebral cortex, we suggest a hierarchical point process in that exhibits anisotropy in the form of cylinders extending along the z-axis. The model consists first of a generalised shot noise Cox process for the xy-coordinates, providing cylindrical clusters, and next of a Markov random field model for the z-coordinates conditioned on the xy-coordinates, providing either repulsion, aggregation or both within specified areas of interaction. Several cases of these hierarchical point processes are fitted to two pyramidal cell data sets, and of these a final model allowing for both repulsion and attraction between the points seem adequate. We discuss how the final model relates to the so-called minicolumn hypothesis in neuroscience.  相似文献

The area of phase-type distributions is renowned for its ability to obtain closed form formulas or algorithmically exact solutions to many complex stochastic models. The method of functional calculus will provide an additional tool along these lines for establishing results in terms of functions of matrices. Functional calculus, which is a branch of operator theory frequently associated with complex analysis, can be applied to phase-type and matrix-exponential distributions in a rather straightforward way. This article addresses the problem of the bias of income and expenditure elasticities estimated on pseudopanel data caused by measurement error and unobserved heterogeneity. We gauge these biases empirically by comparing cross-sectional, pseudo-panel, and true panel data from both Polish and U.S. expenditure surveys. Our results suggest that unobserved heterogeneity imparts a downward bias to cross-section estimates of income elasticities of at-home food expenditures and an upward bias to estimates of income elasticities of away-from-home food expenditures. “Within” and first-difference estimators suffer less bias, but only if the effects of measurement error are accounted for with instrumental variables.  相似文献

We consider the forecasting of cointegrated variables, and we show that at long horizons nothing is lost by ignoring cointegration when forecasts are evaluated using standard multivariate forecast accuracy measures. In fact, simple univariate Box–Jenkins forecasts are just as accurate. Our results highlight a potentially important deficiency of standard forecast accuracy measures—they fail to value the maintenance of cointegrating relationships among variables—and we suggest alternatives that explicitly do so.  相似文献

Migration is an increasing worldwide phenomenon that creates multicultural societies with a growing number of adolescents who have experienced a process of migration or who have an ethnic background other than that of the majority. Migration may lead to loss of social relations and create challenges related to acculturation in the new country. These experiences may induce feelings of loneliness. Research on ethnic and migrant disparities in loneliness among adolescents is limited and inconsistent. The purpose of this study was to examine how adolescents’ immigration background and self-identified ethnicity are associated, independently and combined, with loneliness. We used data from the Danish 2010 Health Behaviour in School-aged Children survey which included a representative sample of 3083 13- and 15-year-olds. The results suggest that immigrants but not descendants of immigrants have an increased risk of loneliness compared to adolescents with a Danish origin. The results also suggest that adolescents’ self-identified ethnicity plays an essential role but differently for immigrants and descendants: identifying with the Danish majority was protective against loneliness among immigrants, whereas identifying with an ethnic minority group was protective against loneliness among descendants.  相似文献
