Organisations providing human services are under increasing pressure to demonstrate quality from a range of sources such as new legislation and new requirements for government funding. Four dimensions for examining quality, derived from program evaluation theory, illustrated some of the contradictions surrounding these expectations. The research used a qualitative and grounded approach to exploring clients', volunteers' and coordinators' notions of quality service. The clients' and volunteers' perceptions of quality were highly experiential, related to the specific context and focussed on strong trusting personal relationships. Clients were also very conscious of their lack of power. Coordinators used a combination of approaches to try to satisfy the demands of clients, volunteers and bureaucracy. 相似文献

Given the significant role attributed to community organizations by many social capital scholars, it is appropriate to investigate the dynamics of that process. In particular, Woolcock and Narayan (World Bank Res. Obs.
15(2): 225–249, 2000) have suggested that bridging and bonding are two different types of connections, whereby bridging is associated with loose ties across communities and bonding is associated with strong ties within a limited group. This qualitative study explores the loose and strong ties of 39 participants connected through community organizations in rural and urban New South Wales. The results suggest that loose and strong ties are not synonymous with bridging and bonding. In general loose and strong ties differ in degree rather than in kind and people prefer to bridge through their strong ties. The interesting exceptions were ties to professionals, which were highly trusted but defined as loose ties. It is suggested that a model for a high social capital society might be a chain of well-bonded groups each with strong links to some other groups. 相似文献

Recent changes in Australia, such as the new public management and national competition policy, have affected the way that human services are provided and have complicated the role of volunteer coordinators. However, because volunteers are free to choose their level of contribution, it is the volunteers' perspective that is the ultimate yardstick against which their coordination is assessed. The aim of the research examined here was a deeper understanding of women volunteers' and their coordinators' views of their work. The research was conducted within a qualitative paradigm, employing individual and focus group interviews. The analysis identified eight areas of concern for volunteers around their management. The analysis of the coordinators' interviews revealed three coordination styles—horizontal, nurturing, and managerial—of which the managerial was most in conflict with the volunteers' perspective. 相似文献

There has been a steep rise over the past 20 years in the proportion of women who enter the workforce, with a concomitant increase in the number of women who will be retiring in the next 20 years. In the past, the majority of women over 60 have either been supported by their husbands superannuation benefits, or have been dependent on a government pension. This situation is unlikely to continue; it is becoming increasingly essential for women to make provision for their own post-retirement income. However available evidence suggests that women are not effectively planning for their retirement and are increasingly at risk of facing a life of poverty in their old age. This research project examines some of the factors that impact on women's capacity to effectively plan their retirement. In particular, the research explores the attitudes of women to retirement planning, access to information, and external impediments particularly labour market conditions. 相似文献

This article presents the results of preliminary research into the nature of career progression within the community sector in NSW, using a supply-side analysis and drawing on the experience of 200 community sector workers over the past 10 years. Contrary to expectations, the majority of workers experienced considerable progression in terms of position level, status, salary and responsibility. There was considerable movement from part-time to full-time status. The results are discussed in terms of a blurring of the primary/secondary labour market distinction. 相似文献

This paper examines the effect of funding contracts on the capacity of third‐sector organizations to effectively advocate. The relationship is not simple or obvious, with some organizations reporting 'mature relationships' with particular (state) departments, and others reporting difficulty with state or federal government jurisdictions. The paper spells out the negative effects of conflating service funding and advocacy. The paper concludes by exploring alternative institutional arrangements for the resourcing of advocacy including the establishment of a Public Interest Fund administered independently of any government department, one not requiring specific service contracts but rather evidence that it is advocating for the broader public good. 相似文献

This paper has a twofold focus: to establish a method of assessing the potential social impact of arts and disability projects and to apply this method to ten such projects. It does so by using a newly developed ‘ripple’ model that conceptualises social impact in terms of the development of active citizenship on the part of all participants over time. The model identifies ten factors (programme activity, welcoming, belonging, programme social values, individual social values, programme networks, individual networks, skills and creativity, programme wider social impact, and individual wider social impact) which evolve through four progressive stages. The original model is empirically adapted for application to arts and disability projects. Qualitative data were collected in the form of interviews, surveys and media reports across ten case studies, each representing a major arts and disability project offering a professional outcome for an external audience. The qualitative data were coded to provide a simple scoring tool for each case. The results support the application of the model in this context. Furthermore, findings indicate three critical conditions which enable projects to generate considerable positive social impact beyond the individual; ensemble in nature; project embeddedness; and networks and partnerships. 相似文献
