Activation and social inclusion: challenges and possibilities

The last two decades have seen an increasing focus on the activation of individuals receiving welfare benefits. This has entailed an attempt to transform employment assistance and social security systems to make them more employment‐friendly through the development of explicit linkages between social protection policies, labour market participation and labour market programs. At the same time there has been a growing interest in the concept of social inclusion, and social inclusion has been a commonly stated goal of activation programs. However, despite some synergies between these two approaches, in other respects it is not clear that they are always compatible. This paper explores the extent to which activation programs are central to the social inclusion approach and the similarities and differences between these approaches. It then briefly examines the evidence regarding the ability of activation programs to enhance social inclusion.     

On Being a Strength Coach: Child Welfare and the Strengths Model

Strength coaches help athletes assess their strengths and build on them. Likewise, social workers dealing with children and families in the child welfare system, rather than looking for pathology, can learn to help clients discover and develop their strengths, even while dealing with a child welfare bureaucracy. This article gives examples of the strength coach approach.     

To participate or not to participate: that is the question

Do I wish to participate or not to participate in this program? That is the question that young people ask themselves when considering a new opportunity. What can be done to increase the likelihood that they will choose to participate in out-of-school-time (OST) programs? This chapter describes a qualitative study that examined reasons for participating or not participating in OST programs. Some common reasons emerged, but the study also revealed differences among youth from different ethnic groups. It is clear that those who design and conduct programs must understand the processes through which diverse adolescents initiate their participation in programs and either persist or drop out. Given the apparent benefits of active participation in youth programs, it is important to remove barriers and increase access and, equally important, design programs that are of interest to youth in the contexts in which they live.     

Confidence Intervals for the Youden Index and Corresponding Optimal Cut-Point

A global measure of biomarker effectiveness is the Youden index, the maximum difference between sensitivity, the probability of correctly classifying diseased individuals, and 1-specificity, the probability of incorrectly classifying healthy individuals. The cut-point leading to the index is the optimal cut-point when equal weight is given to sensitivity and specificity. Using the delta method, we present approaches for estimating confidence intervals for the Youden index and corresponding optimal cut-point for normally distributed biomarkers and also those following gamma distributions. We also provide confidence intervals using various bootstrapping methods. A comparison of interval width and coverage probability is conducted through simulation over a variety of parametric situations. Confidence intervals via delta method are shown to have both closer to nominal coverage and shorter interval widths than confidence intervals from the bootstrapping methods.     

Juggling and Dealing: The Creative Work of Care Package Purchasing

In conventional diagrams of the new service delivery process, assessment of need is linked to purchase by a single line or arrow; the implication is that purchase follows more or less logically and directly from assessment. This paper focuses on the complex creative work that goes on in the "space" between assessment of need and purchase of service, and the changing influences on that work. "Purchase" is deconstructed to reveal the complex processes and calculations involved, and the ways in which budgets "free" resources and markets influence the final outcome. The paper describes the effects on care package construction and purchase of changing policies, budget arrangements and financial limits; it goes on to outline the difficulties and complications in using information on unit costs in purchasing. Unit costs are only part of a complex equation in which prices are negotiated and total cost juggled in the context of budgets, financial limits, real accessibility and balanced by quality considerations. It is suggested that talk of "playing shops" and use of "off-the-shelf" services underestimates the complexity of care package construction and purchase. Micro-purchase of care services has more in common with dealing and juggling than with lifting standardized, packaged, pre-priced goods off shelves in Sainsbury's.     

Note on Commitment and Community among Volunteer Firefighters

Three hundred seventy-two volunteer firefighters from fifteen all-volunteer departments in a five county area in central Virginia were administered a questionnaire which examined commitment and other attitudinal and demographic variables. The correlation coefficient between number of years a volunteer firefighter and age was. 77. Seventy-five percent (273) of firefighters had seldom or never considered quitting their role. Seventy-five percent indicated that over half of their close friends were fellow volunteer firefighters. Sixty-seven percent responded that being a member of the fire department was of equal or greater importance than church membership. Theoretically it is plausible that the primary group rewards experienced by firefighters as members of communal organizations accounted for the high level of commitment. An empirical example of Smith's (1981) concept of pure volunteers is provided.
