This article presents a conceptional framework which analyses the third sector as a part of a mixed welfare system, otherwise
made up of the market, the state and the informal private household spheres. From this perspective, the third sector appears
as a dimension of the public space in civil societies: an intermediate area rather than a clear-cut sector. Third sector organisations
are understood as polyvalent organisations whose social and political roles can be as important as their economic ones; they
are portrayed as hybrids, intermeshing resources and rationales from different sectors. In present policies of ‘welfare pluralism’
the emphasis is consequently more on ‘synergetic’ mixes of resources and rationales than on mere issues of substitution processes
between different sectors of provision. The last section discusses the potential distinguishing features of such policies
with respect to ‘pluralist’ approaches which try to safeguard the conventional hierarchies in a mixed economy of welfare.

Based on a unique dataset covering 84 institutions operating in 15 countries this paper provides evidence as to the impact of foreign ownership on microfinance sustainability and outreach in Latin America. Overall, we find that foreign-owned microfinance institutions have more borrowers than domestic-owned institutions. This suggests that foreign investors, mainly development finance institutions and other investors with close ties to the microfinance industry, exert governance in line with their stated policy goal: expanding financial inclusion among microentrepreneurs and poor households. In contrast to this, majority ownership of foreign investors neither provides a strong push towards the sustainability of microfinance institutions nor does it lead to “mission drift”, i.e. microfinance institutions issuing larger loans to comparatively wealthier clients. 相似文献

An Ambiguous Concept: On the Meanings of Co-production for Health Care Users and User Organizations?

Neither on the level of interactions between organizations nor on the level of servicing users, co-production has a fixed meaning. It is argued that there are different meanings that unfold once one looks at the impact of narratives such as consumerism, managerialism, or participatory governance. Altogether with the traditions of state-welfare, they simultaneously influence the modes and meanings of co-production in personal services. Taking up the example of modern healthcare systems and its hallmarks in Germany, it is shown that, therefore, uncertainty and ambiguity is the normalcy rather than the exception when it comes to define co-production. Role-expectations such as the “expert–patient” or the “citizen–consumer” have a liberating potential, but may likewise marginalize issues such as trust and the need for protection. User organizations are well challenged beyond their role of helping users to cope as good as possible with given role models of co-production. 相似文献
