Maqasid of Shari'ah is a millennium old theory on the higher objectives of Islamic divine law. As the discipline of Islamic economics and finance grew in politico-economic importance in the past three decades, a cathartic trend has emerged among Muslim experts to realign economic and financial practices with not merely the minimum legal requirements of religion but also the wisdom and crucial objectives of Shari'ah. An expositive example of this is the monetary economics debate of a Shari'ah consonant currency. Though vast majority of religious clerics have approbated fiat and paper currencies in strict legal terms since the 1980s, a revisionist movement since the mid-1990s seeks to counter it—some going as far as indorsing reversion to gold and silver coinage of medieval Islamic epoch of affluence. Unlike orthodox fiqhi (strict jurisprudentialism) approach that involves legalese with little leeway, Maqasid approach concerns itself with the spirit of the law. This paper operates in the exciting laboratory of Maqasidic framework to appraise the multitudinous role of fiat currency in protecting economic, political, and social public interests, prevention of harm, promotion of egalitarianism, and attainment of ultimate utopic vision of theological and spiritual demands in Shari'ah. The paper contributes, theoretically, by introducing several moral-philosophical arguments against fiat’s compatibility with Shari'ah, and, practically, by prognosticating the future course of discourse in light of advancements in technological innovations—including nascent crypto-currencies. 相似文献
An analysis of the foreign population in Kuwait shows that foreign nationals make up 60 percent of the population and 78 percent of the labor force in Kuwait. The implications of these figures for the Kuwaiti labor force are discussed by analyzing the occupational structures of Kuwaitis and non-Kuwaitis. "Structural analysis of the labor force indicates that 62 percent of Kuwaiti males are concentrated in administrative and service occupations while their percentage in sales and production work has declined during 1970-80. This demonstrates the need for reorienting educational/training programs and changing Kuwaiti attitudes towards manual work to ensure the realization of the 'Kuwaitization' process, and balance the nationals with foreign nationals." mortality has stabilized at relatively high levels and there is resistance to family planning. "A human capital framework is utilized to examine the economic progress of nine nationality groups of foreign workers [in Kuwait] using data from the 1983 national Labor Survey. The sources of earnings' variations of particular interest to us included different degrees of education and experience transferability, occupational affiliation and ethnic background. In general, the results derived from the analysis suggest that 1) foreign workers achieve a discernible economic progress as their residence lengthens; 2) the rate of economic progress varies depending on worker's education, home and Kuwait-specific experience, occupational status and ethnic background; and 3) about one third of the earnings inequality is due to unexplained factors including discrimination." 相似文献
This review of current knowledge about emigration dynamics from and within South Asia (Bangladesh, India, Pakistan, and Sri Lanka) opens with a brief history of the three phases of emigration from the area since the 1830s (plantation labor; postindependence to the UK, US, Canada, and Australia; and labor migration to the oil-exporting countries). The influence of the creation of Pakistan and Bangladesh is also covered as are British colonial and commonwealth policies. It is noted that migration data are incomplete and that India exhibits an ambivalence about collecting such information. The discussion then turns to emigration since 1970 and considers permanent migration from South Asia to the traditional receivers; South Asian asylum seekers in Europe; South Asian refugees, illegal migrants, migrant workers (flows and destinations), the stock of contract migrant workers (and their characteristics); returnee migrant workers; and skill levels. Analysis is provided of macro level determinants of emigrations such as gross national product (level and growth), the general demographic and social situation, labor force growth and structure, poverty and inequality, and internal and international migration. Environmental factors causing displacement in Southern Asia include floods, cyclones, river bank erosion, drought, and desertification. Global warming could displace millions of people in the region, and development projects have contributed to displacement. The remainder of the report covers political and ethnic factors, micro-factors influencing migration decision-making, the policies of sending and receiving countries, the consequences of emigration, and the potential for migration in the future. 相似文献
ABSTRACTRecently, the FDA announced that it would soon lift the long-standing lifetime ban on blood donation by men who have sex with men (MSM). Reexamining blood donation by MSM, it is clear that there are several ethical goods that must be balanced. Through balancing the primary duty to safety with the imperatives to craft a policy that is formally equal, upholds the public's trust, and is nondiscriminatory, an ethical blood donation deferral guideline may be advanced, both for MSM and the population at large. 相似文献

Denmark’s top position in various rankings of country happiness is well-documented. This study goes beyond the national average comparisons and investigates whether Denmark’s top position is also found when we disaggregate data in line with social categories often used within the social sciences. The central measure is the empirical probability that a given population subgroup in Denmark has significantly higher happiness compared to another country’s similar subgroup in a given year. All five rounds of the European Social Survey are used but only the sixteen countries that were surveyed in each of the five rounds are included in this study. The results show that Denmark’s position at the top of the happiness scale is also robust when we look at population subgroups, but not in the sense that Denmark dominates all countries for all years. Instead, a modified version of robustness is necessary; Denmark very often has significantly higher happiness levels than in other countries, only sometimes has the same happiness levels as in other countries, very rarely is it dominated by other countries, and finally it is never dominated by other countries in all 5 years for a given subpopulation characteristic. This conclusion is quite insensitive to the applied SWB measure and the applied significance level.
Despite recent increases of psychosocial programs for pediatric chronic illness, few studies have explored their economic benefits. This study investigated the costs–benefits of a family systems‐based, psychosocial intervention for pediatric chronic illness (MEND: Mastering Each New Direction). A quasi‐prospective study compared the 12‐month pre–post direct and indirect costs of 20 families. The total cost for program was estimated to $5,320. Families incurred $15,249 less in direct and $15,627 less in indirect costs after MEND. On average, medical expenses reduced by 86% in direct and indirect costs, for a cost–benefit ratio of 0.17. Therefore, for every dollar spent on the program, families and their third payers saved approximately $5.74. Implications for healthcare policy and reimbursements are discussed. 相似文献
The vast, sprawling and densely populated province of Punjab, while predominantly agricultural, is marked by considerable regional disparities. An attempt has been made in this paper to see to what extent the differences in the human and social development in its various districts is there. The study exhibits that those regions which are ranked as lagging districts have high disparities in terms of human development and social development with high urban and rural poverty estimates. It is clearly revealed that aggregate national figures mask vast sub regional disparities and speedy development in some regions may not necessarily elevate lagging regions. 相似文献
In this article, we have developed asymptotic theory for the simultaneous estimation of the k means of arbitrary populations under the common mean hypothesis and further assuming that corresponding population variances are unknown and unequal. The unrestricted estimator, the Graybill-Deal-type restricted estimator, the preliminary test, and the Stein-type shrinkage estimators are suggested. A large sample test statistic is also proposed as a pretest for testing the common mean hypothesis. Under the sequence of local alternatives and squared error loss, we have compared the asymptotic properties of the estimators by means of asymptotic distributional quadratic bias and risk. Comprehensive Monte-Carlo simulation experiments were conducted to study the relative risk performance of the estimators with reference to the unrestricted estimator in finite samples.
