Abstract Although scholars cite the Tennessee Valley Authority as one of President Franklin Roosevelt's major reform programs, the valley authority model did not replace the limited‐purpose water programs of the Bureau of Reclamation and the Army Corps of Engineers. State‐centered theorists hold that reformers are most likely to succeed during periods such as the New Deal era, when they are supported by a democratized polity and when they dominate Congress and the administration. This paper shows that in river policy, the strength of opposing interest groups also mattered. The TVA bill was passed in 1933 because reformers skillfully coordinated action at potential choke points and weakened the already disorganized opposing lobbyists. In 1936, however, after regrouping, opposing river lobbyists and legislators took advantage of the New Dealers' spending mood by expanding the Corps' flood control program. They also helped defeat further valley authorities, the most promising of the New Deal water policy reforms.  相似文献

Addressing the needs and respecting the rights of internallydisplaced persons (IDPs) is not only a humanitarian and humanrights issue, but also a strategic one affecting both internationalpeace and security and the prospects for sustainable development.This article explores the conceptual linkages between internaldisplacement and peacebuilding, focusing on the ways in whichaddressing the concerns and needs of IDPs can contribute tosustainable peace. OBJECTIVE: The primary objectives of this study were to identify sources of meaning for individuals within the context of a work environment, and to compare varied sources of meaning for individuals with high and low work satisfaction levels. METHOD: Participants were chosen based on satisfaction levels in employment, full-time employment status within an organization for at least one year, and diversity in the work setting. Data were gathered through a series of interviews and observations of the participants' workplaces. A comparative analysis of transcribed interviews was conducted by the researchers and with an expert occupational therapy faculty panel. From these analyses, the researchers developed work narratives for a mechanical engineer, a high school teacher, an employee of mechanical services, and a career service counselor. RESULTS: Emerging themes from the work narratives indicated that the various meanings employees found in work had an effect on their perceived levels of job satisfaction. Participants conveyed that organization identification, financial benefits, independent decision-making, reciprocal respect, opportunities for creativity, and maintaining significant relationships outside of work enhanced meaning and satisfaction. CONCLUSIONS: The worker role is a significant source of an individual's identity, meaning, and satisfaction in life. Professionals in various fields can work with employers to develop meaningful work environments for increased job satisfaction, greater motivation for work, increased productivity, and decreased employee turnover.  相似文献

This paper explores how multiracial parents with White partners articulate narratives of ethnic and racial ‘dilution’ and cultural loss in relation to the socialization of their children. In our broader study of how multiracial parents raise their children, we found that parents commonly spoke of concerns around dilution and generational change in relation to four key themes: the loss of cultural knowledge and diminishing practices that connected parents and their children to a minority ancestry; the embodiment of White‐appearing children and the implications of this for family relationships; the use of biological or genetic discourses in relation to reduced blood quantum; and concerns amongst Black/White participants about whitening and the loss of racial consciousness. Parental understandings of dilution varied greatly; some expressed sadness at ‘inevitable’ loss; others were more philosophical about generational change; and others still proactively countered loss through strategies to connect their children to their minority heritages. We show that despite growing awareness of the social constructedness of race and an emergent cosmopolitanism among these parents, discourses of genetics, cultural lineage, and the ‘naturalness’ of race continue to hold sway amongst many multiracial parents.  相似文献

In 1960 Levene suggested a potentially robust test of homogeneity of variance based on an ordinary least squares analysis of variance of the absolute values of mean-based residuals. Levene's test has since been shown to have inflated levels of significance when based on the F-distribution, and tests a hypothesis other than homogeneity of variance when treatments are unequally replicated, but the incorrect formulation is now standard output in several statistical packages. This paper develops a weighted least squares analysis of variance of the absolute values of both mean-based and median-based residuals. It shows how to adjust the residuals so that tests using the F -statistic focus on homogeneity of variance for both balanced and unbalanced designs. It shows how to modify the F -statistics currently produced by statistical packages so that the distribution of the resultant test statistic is closer to an F-distribution than is currently the case. The weighted least squares approach also produces component mean squares that are unbiased irrespective of which variable is used in Levene's test. To complete this aspect of the investigation the paper derives exact second-order moments of the component sums of squares used in the calculation of the mean-based test statistic. It shows that, for large samples, both ordinary and weighted least squares test statistics are equivalent; however they are over-dispersed compared to an F variable.  相似文献

In this paper the development of a new approach to group therapy is presented. Collaborative group therapy has been successfully used in working with people with schizophrenia. It has provided both participants and therapists with the opportunity to move away from a restrictive view of mental illness toward alternative self knowledge and empowerment. New ethnographic methodology has been used to measure both process and outcome of the group therapy.  相似文献

Levene's tests of homogeneity of treatment variances in completely randomised and randomised complete block experiments are examined. These tests are essentially standard analysis of variance F-tests performed on functions of the absolute values of residuals. It is found that in order to achieve (i) equality of component mean squares under the null hypothesis, and (ii) nominal significance levels, the various standard degrees of freedom need to be modified.  相似文献

To better understand how community-based long-term care providers define advance care planning and their role in the process, we conducted 8 focus groups with 62 care managers (social workers and registered nurses) providing care for Ohio's Medicaid waiver program. Care managers shared that most consumers had little understanding of advance care planning. The care managers defined it broadly, including legal documentation, social aspects, medical considerations, ongoing communication, and consumer education. Care managers saw their roles as information providers, healthcare team members, and educators/coaches. Better education, resources, and coordination are needed to ensure that consumer preferences are realized.  相似文献
