Planning Strategically or by the Book?—Contentious Land Use Planning in South-eastern Finland

The debate on strategic spatial planning highlights the limitations of statutory land use planning in weighing up future options for spatial development, particularly in instances of rapid change. This paper draws on this debate in order to analyse planning institutions and practices in Finland. The case in point is the south-eastern border region where interdependencies with Russia, particularly shopping tourism, have created pressures on land use and led to contentious planning processes between regional and central levels of government. It is argued that, in the absence of cross-border spatial co-ordination, there is a need to establish links between regional land use planning and visions of spatial scenarios in the national context.     

Addiction science and the perception of freewill

Do people think individuals with Substance Use Disorder (SUD) have freewill? How does addiction science inform views on the issue? We distinguish between two senses of freewill: 1) libertarian freewill , in which freedom turns on a particular metaphysical conception of action (sometimes operationalized as “could have done otherwise”), and 2) compatibilist freewill , in which freedom depends on the relation between the actor's psychology and her actions (e.g., “was the act what she wanted to do?”). We argue that, in different ways, scientific accounts can impact conceived freewill by linking addictive behavior to mechanisms that observers view as peripheral to the actor ( motivation modularity) . While a variety of impacts on conceived compatibilist freewill are plausible, we argue that contemporary addiction science has no direct bearing on conceived libertarian freewill. Addiction science may, however, indirectly impact conceived libertarian freewill by priming an explanatory framework in which intention is superfluous (especially materialism).

不合理的农地产权制度有碍农村土地的优化利用 ;合理的农地产权制度能够促进农村土地的优化利用。由于现行农地产权制度存在着诸多缺陷 ,因此 ,创新农地产权制度 ,重塑农地产权主体 ,以立法方式界定农地产权内容 ,加快农地产权的证券化进程 ,可以达到优化配置、高效利用农村土地的目的     

非英语专业学生英语学习策略使用频率的研究

本调查以内蒙古工业大学非英语专业二年级的109名学生为样本,采取观察和问卷形式,考察非英语专业学生使用何种学习策略以及学习策略的使用频率.结果表明六种学习策略中,非英语专业学生最常用的策略是补偿策略,最不常用的策略是记忆策略.最后,作者指出本文的教学实践意义:即学习策略的培训应融于课堂教学中,其应用应体现于课堂教学活动中     

论中国的法律移植问题

自改革开放以来 ,中国法律制度的发展可谓日趋完善。在这个发展过程中 ,法律移植起到了不可忽视的促进作用。在法律移植过程中应注意国外法与本国法之间的同构性和兼容性 ,做到有选择地移植 ;移植过来的法律还要面临一个“本土化”的过程 ;移植法律的同时必须注意植入与之相适应的法律精神、意识和观念。从而迅速缩小与发达国家的差距 ,促进我国法制的现代化。

茨威格在其回忆录和一些小说中，对奥地利当时的教育制度、教学计划、学校、教育者、学生等都是有颇多微词的。今天再来审视茨威格对他的中小学生活的回忆，可以看出他对旧教育制度的愤懑，也不难发现其中蕴含着具有远见卓识的教育理念，这在２１世纪我们大兴创新教育之际仍有借鉴作用。     

城市化进程中土地利用之误区及其出路

土地利用是否合乎城市化进程的客观规律与内在要求，将直接决定城市化成就与否。我国可供利用的土地资源相对缺乏。土地的法律属性为公有制所有制，土地所有权不得转让，但土地使用权可以合法转让。在我国城市化进程中，土地利用存在着城市化等同于城市规模和功能的大而全、城市化等同于农村城市化（城镇化）和农民市民化、征收农业用地是城市化所需土地的唯一来源、城市规模的扩大有利于经济的发展和社会利益最大化等认识误区。我们应在参考借鉴国外相应制度的基础上，采取在条件适合地区推进农地的规模利用；科学规划，严格监控，建立有中国特色的集约用地制度：完善土地的市场定价机制，丰富土地取得方式，实现土地资源的市场化配置等措施，科学利用土地，合理推进城市化进程。     

论农村宅基地使用权的流转

我国农村宅基地使用权法律制度存在一定缺陷，其立法基础和标准不统一，导致现行相关法律规定相互矛盾。我国应确立完善的农村宅基地使用权登记制度，逐步建立农村宅基地有期限、有偿使用制度，在备件成熟时以立法形式规范农村宅基地使用权的流转。
