网络时代的适时财务监控与公司治理

网络技术应用的普及使传统财务监控的变革已成为公司治理和财务管理的热点话题,本文简要揭示新概念——适时财务监控与公司治理的关系,剖析了公司不同管理层次的适时财务监控的实时需求,从公司治理的基本需要对公司价值流再造、公司信息系统变革和适时财务监控机制重构等三个方面进行了初步研究,为网络适时财务监控在公司治理实务中的应用提供了一个基本框架。     

国际官方统计的新发展

联合国统计委员会会议是国际统计界的盛会,集中反映全球官方统计的最新成果和进展。本文对联合国统计委员会第50届会议最主要的若干问题，包括《2030年可持续发展议程》的数据和指标、官方统计基本原则、国家质量保证框架、官方统计使用大数据、国民账户体系、统计用途商业登记册、价格统计、住户调查、国际比较方案等领域的新发展进行了概述，从4个方面提出了国际官方统计的新发展对中国政府统计工作的启示。     

Bilateral Donors' Efforts to Assess and Manage UN Agencies' Effectiveness: Seeking a Balance between Paris Principles and Domestic Accountability

Since the turn of the century, results orientation and performance measurement have become buzzwords in development aid. Bilateral donors are increasingly concerned about the effectiveness of core‐funded UN specialised agencies, funds and programmes, through which they channel a substantial part of their funds. While the logic for increased monitoring is clear, it is less evident how to assess this information for purposes of accountability, performance‐based funding and governance. This article describes the general evolution in this area and discusses two major initiatives to harmonise and align bilateral assessments, using case‐study material from three bilateral donors (Belgium, the Netherlands and the UK) with clearly diverging performance‐management cultures, and exploring the extent to which they rely upon joint and aligned initiatives.     

Monitoring S3: Key dimensions and implications

Our work analyses the implications of a smart specialisation strategy (S3) monitoring model based on a system that considers three main axes linked to the logic of the strategies: output/results, smart specialisation process, and a learning component, on which we build our main approach. This strategic learning is based on the logic that S3 presents a new paradigm within the innovation policy scope that requires the inclusion of monitoring schemes that integrate the assessment of the dynamic process under which both public administration and other innovation stakeholders learn and improve their activities (within and without the strategy) thanks to the learning gathered throughout S3 (and its instruments and projects) implementation. The article also discusses this logic within the current and the next programming period for S3, and the role monitoring has or will have, while analysing the opportunities and challenges it presents.     

A critical review on current practices of the monitoring and evaluation in the preparation of strategic urban plans within the Egyptian context

Worldwide, strategic urban planning is found in very different contexts and planning schemes, where it is always a tool strongly linked to enhancing urban management. Under the umbrella of strategic urban planning different approaches can be perceived, in which within these broad shared characteristics there are significant variations. A key component in the strategic urban planning process is the monitoring and evaluation (M&E) element and these differences can be seen in the way that M&E is approached. Egypt is currently on the track to reform its planning system shifting from the conventional master plans towards strategic urban plans (SUPs). This paper reflects on the current practices of M&E the preparation of SUPs within the Egyptian context. It sheds light on the strengths and weaknesses of the employed techniques and concludes with some recommendations to improve the process of M&E, which builds upon the strengths in the employed techniques.     

论群体事件中行政紧急权力的运用与制约

伴随着改革开放的深入和经济发展取得举世瞩目的成就,我国体制与社会转型所带来的不同利益群体的矛盾和冲突,使我国进入了社会矛盾的高发期。群体事件的发生,呼吁着作为法自由和法权利支柱的权力介入。我国目前还存在机制转换不到位、忽视媒体执政权力使用、缺乏正确的权力观、机构设置过于专业和分散、紧急权力行使人员规则意识淡薄等问题。因此,当务之急是完善群体性事件中紧急权力的运用程序,提高媒体执政力,分离决策权和行使权,并做好协调和制约工作。     

Monitoring the complexities: Nuclear power and public opinion

Interaction between organizations and stakeholders today takes place on virtual and physical ‘issue arenas’. This study examined opinions on nuclear power and asked who are the players discussing nuclear power in Finland? Through content analysis, surveys and interviews, the study concluded that politicians, power companies and regulators were the ones with voice, as NGOs and citizens were hardly heard. The paper suggests the future role of PR practitioners to be to find the right issue arenas and facilitate corporate voice and reputation on those arenas.

随着艾滋病防治督导与评估重要性的凸显,我国也积极努力地尝试建立国家综合协调的艾滋病防治督导与评估体系。能力建设是督导与评估工作的基础和前提,本文围绕督导与评估能力建设的概念和目标,提出加强能力建设的建议和方向。
