The evidence‐based policymaking relies on the use and robustness of the available data. Many conceptual and operational difficulties restrict this process, not least in making use of evidence to identify policy priorities. The Active Ageing Index (AAI), developed originally for the 28 European Union countries, offers a strong motivation in this respect. This paper reports on the development of the AAI for Korea, a country where speed and level of population aging is among the highest in the world. Drawing on the comparative analysis of the AAI results for Korea, China, and European countries, we find that Korea's AAI (35.3) is higher than the average of the AAI for all EU countries (33.9) but lower than China (37.3). Fitting Korea into the overall ranking with the EU countries and China (ranked 7), Korea is ranked 11, just behind Germany (10). The AAI results in Korea show that the employment domain performs extremely well compared with the EU countries, but other domains, especially “Social participation” and “Independent, healthy and secure living,” are achieving less favorable outcomes. High employment among the current cohorts of older workers in Korea can be attributed largely to the constraints of low pension income status.  相似文献

The article focuses on the contribution of the European Union (EU) in promoting sustainable development through the involvement of civil society in partner countries. More specifically, it analyses the main features and outcomes of the projects implemented by civil society organizations (CSOs) in Kyrgyzstan under the EU thematic programme Non‐State Actors and Local Authorities in Development (NSA/LA). Despite its importance—this is the only EU programme providing direct support to non‐state actors and local authorities engaged in poverty reduction—to date, there has been very little research on the functioning of this instrument on the ground. This article seeks to fill this gap in the literature by examining the EU’s contribution to sustainable development through a case study on Kyrgyzstan. The study is based on primary data: 10 semi‐structured interviews conducted with the EU‐funded organizations implementing the NSA/LA programme. The NSA/LA projects were analysed by considering two major fields of engagement of non‐state actors in the development process: as service providers and as advocates (Banks & Hulme, 2012). Overall, the organizations awarded EU support were not only focused on fulfilling short‐term needs but also sought to introduce new ways of dealing with poverty and inequality, positioning themselves between the “Big‐D” and the “little‐d” approaches to development (Bebbington, Hickey, & Mitlin, 2008). Nonetheless, the EU‐funded projects were too limited and fragmented to be able to sustain long‐term structural change. Therefore, the EU should place new emphasis on creating synergies between new and old structures at the grassroots level and establishing mechanisms and bodies that could merge and co‐ordinate their efforts. In addition, the calls for proposals could highlight the need to share the lessons learnt by “obliging” the beneficiaries to act as multipliers and to pass on their positive experience to neighbouring communities. Finally, the EU could stimulate the funded organizations to experiment with innovative mechanisms of involvement in the policy‐making process, by making this aspect a mandatory requirement of the projects implemented with its support.  相似文献

The European institutions picture EU citizens as important actors in the process of transforming EU citizenship into a “tangible reality”. By knowing and practising EU citizenship rights, EU citizens are supposed to give meaning and depth to the otherwise hollow concept of EU citizenship. What EU citizenship means for mobile citizens themselves and how EU citizens practice and evaluate their rights (“lived citizenship”) is generally not a central theme in reports and studies on EU citizenship. In this article the value of EU citizenship will be discussed by applying a qualitative research approach and by focusing on retired EU citizens’ perspectives and practice of, in particular, free movement. This article applies a comparative approach and includes EU citizens who move or return from the Netherlands to Spain or Turkey after retirement. Four groups of EU citizens move between these countries: Dutch nationals who move to Spain, Spanish nationals who return to Spain, Dutch nationals who move to Turkey and Turkish dual-nationals who return to Turkey after retirement. This article shows that migratory background, country of origin, country of retirement and the way in which EU citizenship is acquired determine retirement migrants’ perspectives and practice of EU citizenship.  相似文献

This article investigates the determinants of wage gaps between European Union countries along the wage distribution, applying the methodology proposed by Firpo, Fortin and Lemieux (2009) and Fortin, Lemieux and Firpo (2011). The authors conclude that both wage structure and composition effects contribute to explaining wage differentials, but that the wage structure effect is more important. This latter effect would appear to derive from differences between unknown factors, while the composition effect can largely be explained by differences in the following areas: education, proportion of workers with supervisory responsibilities, occupational structure, and, to a lesser extent, industrial structure.  相似文献

In Ukraine the last decade was marked by significant changes in social work education development that evidence its academization and professionalization. International cooperation was a useful catalyst in these processes. The above has specific implications for developing the three cycles of social work education in Ukraine – Bachelor, Master and PhD programmes. Implemented in 2009–2012, an international project involving six European countries supported piloting of the first PhD programme in social work in Ukraine. This programme encountered a set of challenges that originated from the particularities of social work education in Ukraine and the broader academic context. Participatory observations and reflections demonstrate the challenges evident in Global North–Global South professional relations. Ukrainian social work education history evidences permanent localization of the international standards and experiences that have had various effects on social work academization.  相似文献

The presence and the apparent permanence of post-accession EU migrants in the UK is of significant interest to both academics and politicians. Studies have debated whether migration from new accession countries to the UK mark a new type of migration often described as ‘liquid’ and ‘open ended’, or whether these migrants will settle in the new destination countries. Based on a qualitative study of Poles who have lived in Scotland for at least six years, we observed four typologies of what we call migrants’ settling practices: (1) stayers, (2) over-stayers, (3) circular and transnational migrants and (4) economic migrants. The findings from this study demonstrate that Polish migrants do not have fixed ideas about the duration of their migration (in terms of a sense of permanence) but instead focus on diverse links, anchors or attachments in Scotland and Poland in describing their settling practices. Thus, the main contribution the article makes is to present an in-depth understanding of what settlement means from the perspective of migrants themselves. This paper concludes by providing a short comment on implications of the outcome of the Referendum on EU membership ‘Brexit’ in June 2016 on Polish migrants settling practices.  相似文献

Human rights (HR), from the perspective of interest and thematic selection, are recognized in the topics of the communication. In general, there is considered to be a positive relationship between the media and its function of mediation with citizenship in reference to the declared general principles since inception in 1948. With this approach, the paper deals with providing an updated reflection of that connection and its main difficulties, such as the crisis of credibility in the information in the context of the European Union and within the framework of the paradigm changes that has derived in the knowledge society of the so-called third environment. The precepts of those recognized as generations of HR survive in the informational stories, of which, due to their current relevance in recent decades, those related to migratory movements, inequality, and poverty stands out. Moreover, the paper explores and discusses how a new generation derived from the implementation and intervention of technology gets involved as an essential characteristic in the relations between the members of society.  相似文献

Climate change and environmental issues have been increasingly in the forefront of the media and government agendas. However, despite much discussion and fanfare, little has been done in the way of serious commitment and clear course of actions since the adoption of the UN Framework Convention on Climate Change in 1992 to bring carbon emissions to sustainable levels. To tackle the immensity of the climate change challenge, a paradigm shift in understanding is necessary to balance the course of global human development with energy demand and consumption patterns. Accounting for over 40% of global energy demand and more than 30% of greenhouse gas emissions, the building sector offers the greatest mitigation potential for reducing carbon emissions in both the short and long term, with positive implications for a range of associated sectors and industries. Promoting behavioral change among end-users for reduced energy consumption as well as encouraging the building industry to embrace sustainable design, low-carbon construction practices and materials, and renewable technologies, is fundamental to mitigating the impact of the built environment on planetary biospheres and preserving quality of life for generations to come. This paper starts by drawing attention to the building sector and related EU policy, outlining the challenges and opportunities for reducing energy consumption and carbon emission levels. Such policy provides the essential framework to engage stakeholders and allow supporting factors to foster progress in the sector. The paper contends that information on climate change has not led to significant improvements in meeting global targets and that what is needed is behavioral change among individuals and society as a whole. On the basis of research project experiences and literature review, it puts forth and explores five key elements contributing to behavioral change for reduced energy consumption and lower carbon emissions in the building sector, focused on: information and education; financial incentives and energy services; modern technologies and sustainable design; social and community norms; and biophilia (contact with the natural environment). The paper suggests opportunities for further research and concludes with recommendations for policy-makers and related stakeholders.  相似文献
