长江上游生态屏障建设与产业结构调整

长江上游生态屏障建设与产业结构调整,一个计划行为,一个市场行为,因若干共同点决定了两方面相互结合具有可能性,又因互需决定了两方面相互结合具有必要性。实现两方面有机结合确有相当难度,但只有破解这道难题,才能取得综合效益。因此论文提出了长江上游产业结构调整的四项指导思想和原则,以及兴绿富民、兴特富民、兴牧富民的战略思路。

ON THE CONSTRUCTION OF ECOLOGICAL BARRIERS AND INDUSTRIAL RE- STRUCTURING IN THE UPPER REACHES OF THE YANGTSE RIVER

This paper argues that it is possible to integrate the construction of ecological barriers in the upper reaches of the Yangtse River, which is a planned behavior, and the realization of industrial re - structuring, which is a market behavior, due to the fact that they have some points in common, and it is necessary to realize such an integration due to the fact that they both need each other. It is true that the realization their integration is quite difficult, but only when such difficulties are overcome can comprehensive benefits be achieved. The present paper puts forward four guiding principles for industrial re - structuring in the upper reaches of the Yangtse River and the strategies of helping the farmers prosper by promoting the development of forestation, specialty production and animal husbandry.
