| 摘 要： | 市场的失灵 ,需要政府干预 ,而政府的行为同样存在缺陷。本文分析了政府行为缺陷的主客观原因 ,认为在市场条件下 ,政府行为缺陷有一定的必然性 ,除了采取措施弥补政府行为缺陷外 ,公众也应该增强容忍度 ,寻求对政府行为的适度满意。
