| 摘 要： | 当前,土地问题是我国城乡一体化面临的核心问题和首要问题,对农民土地发展权益的保护是土地问题的重中之重。农民土地发展权益包括两个层次：一是土地现存价值、失地补偿利益;二是土地开发经营增值利益。我国城乡一体化农民土地发展权益保护存在制度性缺失,总结实践经验,完善制度建设,是进一步深入推进城乡一体化建设的重要任务。
