巩固拓展脱贫攻坚成果:目标导向、重点内容与实现路径

党的十九届五中全会提出巩固拓展脱贫攻坚成果并全面推进乡村振兴战略。巩固与拓展有着不同的内涵,巩固脱贫攻坚成果重心在于确保脱贫人口不返贫并提升脱贫质量,同时防止新生贫困产生;而拓展脱贫攻坚成果的重心在于实现脱贫攻坚阶段形成的优秀工作机制、脱贫攻坚精神以及扶贫资产等在乡村振兴阶段的承接应用。巩固脱贫攻坚成果,既需要保持既有扶持政策的阶段持续性,同时针对返贫风险高的脱贫人口和贫困边缘人口建立预警监测机制;而拓展脱贫攻坚成果,则需要实现脱贫攻坚与乡村振兴的有效衔接与顺利转型。

To Consolidate and Expand the Achievements of Poverty Alleviation:Orientation of the Goal,Focused Content and Realization Path

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed to consolidate and expand the achievements of poverty alleviation and comprehensively promote the strategy of rural revitalization.While the consolidation and expansion have different connotations,the focus of consolidating the achievements of poverty alleviation lies in achieving the stability and sustainable poverty alleviation of the poor,while preventing the return of the poor from poverty to poverty and the emergence of new poverty,and the focus of expanding the achievements of poverty alleviation is to realize the excellent working mechanism formed in the stage of poverty alleviation,the spirit of poverty alleviation and the application of poverty alleviation assets in the stage of rural revitalization.To consolidate the achievements of poverty alleviation,we need to maintain the continuity of the existing support policies at the current stage,and to establish an early warning monitoring mechanism for the people at high risk of returning to poverty and those on the edge of poverty.To expand the achievements of poverty alleviation,it is necessary to realize the effective interface and smooth transformation between the strategy of poverty alleviation and the strategy of rural revitalization.
