| 摘 要： | "兴边富民行动"是国家民委根据党中央的精神,为配合西部大开发战略而发起的一项配套工程.这是一个实实在在的促进生产力、真正使边疆各民族群众得到实惠的富民强国的行动.本文通过探析兴边富民与法规保障的关系,提出要逐步建立起一套保障"兴边富民行动"的法律和法规,做到"以法治边",才能实现各民族的繁荣发展.

| Abstract: | "The Action of Prospering Frontier and Enriching People" is a conveyance system that the people's committee sponsored according to the spirit of the Party Central Committee in order to coordinate the large-scale development in west China. It' s a kind of action that could make our country rich and build up people, really promote productive forces and benefit the national masses in frontier. The article put forward that we'd step by step build up a series of laws and regulations guaranteeing the Action of Prospering Frontier and Enriching People", accomplish" administering frontier by laws" and realize the national prosperity development by probing into the relations between "prospering frontier and enriching people "and laws safeguard. |
