市场经济迫切呼唤行政伦理

在市场经济条件下,我国的行政腐败日趋蔓延。因为"权力"与"市场"存在利益交换的空间而法制又不完善,同时又放松了对掌权者的思想道德教育。要防止行政腐败,单纯依靠法律是不充分的。道德是法律产生的基础和价值评价坐标,在道德天平失衡的情况下,法律将形同虚设。因此,"依法行政"绝不能取代"以德行政"。建设现代中国的行政伦理,有必要借鉴我国古代丰富的"伦理政治"思想以及西方国家的行政伦理建设思想与经验。

Market Economy Calls for Administration Ethic

With the development of market economy in China, the administration corruption has become increasingly prevalent. The fundamental reason for this kind of corruption is that the possibility of the exchange between power and market still exists under the condition of the faultiness of law system and the lack of the moral education for the power-holders. It is insufficient to just rely on the law system to prevent the administration corruption. On the one hand, morality is still the foundation of law system and the benchmark for value evaluation. On the other hand, law will also become insignificant if the power-holders lose their morality. As a result, administration based on law cannot completely replace administration based on morality. Therefore, to build up the administrative ethic in China, it is necessary to draw on experience from the rich Chinese ancient "ethic politics" and from the administrative ethic of western countries.
