| 摘 要： | 随着我国工业化和城镇化的快速发展，产业发展环境发生了根本性变化，中国产业面临着前所未有的转型升级压力。产业转型升级包括企业和区域两个层面，企业层面转型升级的关键是改善竞争要素-9能力，表现形式是产业链、价值链和附加价值的提升。区域层面转型升级的关键是优化发展环境与平台，包括城市功能提升、集群化布局、产业链配套、中小企业扶持、创新网络构建、人居环境改善。

| Abstract: | Along with the rapid development of industrialization and urbanization, industry development envi- ronment undergone a fundamental change, China＇ s industry is facing unprecedented pressure transformation and upgrading. The industrial transformation and upgrading includes two levels of enterprise and region. The enhancement of the competitive factors and capabilities are the key to the enterprise level, its form is a industri- al chain, value chain and additional value of ascension. Improving the development environments and platforms is the key to the regional level, including urban function ascension, cluster layout, industrial chain supporting, small and medium-sized enterprises support, innovation network construction, improvement of the living envi- ronment. |
