论公共行政的道德基础

公共行政的道德基础就是在公共行政组织的构建和运作中起基础性作用的伦理精神、道德原则和道德规范以及在其公共行政过程中的伦理关系和行政人员的道德素质等道德内涵的总称.全面而准确地把握我国公共行政组织及其运行的道德基础,特别是从公共行政的政治伦理理念、公共行政中的利益关系--道义关系、公共政策制度伦理体系等方面,来反思改革开放前与改革开放后我国公共行政组织运行的道德基础,对我国公共行政法制化建设和道德行政有着非常重要的理论意义和现实意义.

On the Moral Basis of Public Administration
