论我国生育权中的利益考量与人权保障

生育权包含生育资格和生育自由两项内容，根据一国经济发展情况制定人口政策，对生育权进行合理限制势在必行。各国人口政策的制定都基于一系列的政治、经济、文化等利益考量。我国人口政策从具体国情出发，在限制生育权中生育数量等“消极权利”的同时，对生育权中的生殖健康保障等“积极权利”予以保障，从而实现人口、资源和环境的可持续发展。
