宏观调控法治化建设环境之“转型时期”的界定

宏观调控法治化是在"转型时期"这一特定环境下进行的,必须科学、准确、完整地界定转型时期的含义。将转型时期仅仅理解为从计划经济向市场经济过渡的时期是不完整的,转型时期是包含了"四大转型"的时期,即从计划经济向市场经济转型的时期,从人治向法治转型的时期,从集权经济向分权经济转型的时期,从传统意识形态向现代意识形态转型的时期。

Defining Transitional Period under Context of Macro-control Law

The macro-control law is in the particular environment which names "transitional period".So we should define the meaning of the transitional period scientifically,accurately and integrally.It is inaccurate that transitional period is understood simply for the period from the planned economy to the market economy.Transitional period is the period which includes "four great transitions".That is,from the planned economy to the market economy,from the rule of man to the rule of law,from the centralized economy to the decentralization of economic,from a traditional ideology to a modern ideology.
