转型期中国社区建设的发展趋向

随着中国社会整体转型速度的加快和社会主义市场经济的深度发展,社区建设的发展趋向主要表现在六个方面,即：社区发展将呈现渐次推进的梯度格局,政府将由直接参与、推动转向为引导、协助社区建设,社区自治组织和民间组织的能力和作用将得到进一步的增强,社区居民将由＂被动参与＂转变为＂主动参与＂社区建设,社区治理与服务方式将实现由传统型向现代型的转变,社区服务将进入以提高服务质量和水平为主的内涵发展阶段。

Transition in the Developing Trend of China's Community Building

With China’s accelerated pace of transformation of society as a whole and the depth of development of the socialist market economy, community building is moving mainly in six areas, including community development will show the gradient pattern of gradually advancing, the function of government will be turned from direct participation and promoting to guiding and assisting in community building. At the same time, the role and capacity of community self-government organizations and civil society organizations will be further enhanced, community residents will be "passive participation"into "active participation"community building, community governance and service mode will realize the change from the traditional type to a modern type, and then community service will enter a content-based stage of development which mainly focuses on how to improve the quality and level of service.
