不同转轨方式对转轨效益的影响

传统的转轨经济学研究在方法论上的缺陷,忽视转轨国家具体情况和转轨实践的历史特殊性,强调现象层面和具体特征;忽视了对转轨目的本身的理性思考。“北京共识”问世预示转轨经济学在分析范式上要产生新的突破,认同体制转轨是阶段性的;而发展转型是一个长期的任务,应该从长远的视角通过发展模式转型看待转轨效益。评价转轨效益的制度指标和生产量指标都有其自身的缺陷,因此应寻求更加中性的并且可量化的指标。尝试以转轨时期产业结构的改变作为评价指标度量效率的改善程度,以此来解释中国和俄罗斯在转轨效益上的差异。

Influence of different ways in transition on transition performance

There are disadvantages in the traditional methodology of transition economics.It neglects the different circumstances of transition countries and the pecularities of transition.It emphasizes the phenomenon and the specific characters,but neglects reasonable thought for transition purpose.The publication of "Beijing Consensus" means that there will be a new paradigm.It proves that the institution transition is a stage mission and transformation of development model is a long-term mission.So the distant perspective on transition performance through development model transformation is needed.The institution index and the production index have disadvantages on the evaluation of transition performance,so more neutral and quantity index should be searched.This paper tries to find the efficiency that has been improved in transition period by estimating the change of industrial structure and explain the differences of transtition performance between China and Russia.
