民主生育论

本文将计划生育村民自治定义为“民主生育”,凸现了计划生育村民自治的民主性。民主生育是指由民作主、群众自治的生育活动,属于政策性自主生育活动。通过“三自四民”,民主生育正在重构基层的社会关系,正在开创人本主义计划生育的新格局。但在实践过程中,民主生育还面临着真民主还是假民主的严峻挑战。捍卫群众的话语权是村民自治的核心任务之一,也是基层民主建设在计划生育公务上的具体体现。

On the Democratic Childbearing

This paper shadows high lights on the democracy in the family planning in China's villages and defines the so - called family planning self - governed by the villagers as Democratic Child - bearing, a program practiced in some areas , under which the villagers can make the decisions of Child - bearing themselves in terms of the government's family planning policy. The practice summarized as 4 - democracy and 3 - self is reconstructing the social relations in China's villages and is a new and humanistic way to the family planning. However the practice is facing the problem of false democracy, thus it is important to realize that the protection and defense of villagers'various human rights is the key to the self- governed family planning, which embodies the construction of democracy in the villages too
