Deeper Thought on Consuming Rate

National economy kept growing steadily and quickly in 2004. Consuming rate attracted more extensive attention than ever from academic circles that year. This paper points out that the government ought to implement primary education in accordance with the law and offer more financial funds for primary education by preferential policy, establish and improve social security system mainly in the fields of medical treatment, unemployment and pension, and indeed support farmer, agriculture and countryside, all of which fall into the functions of public management and service that the government should be totally responsible for. Provided that better system framework and consumption environment are created to improve effectively the income and expense expectations of residents, consumption demand and economic development can be naturally operated in virtuous circle. The core of this paper is that more efforts ought to be made to increase the consuming rate.
