试论曾纪泽的中俄陆路通商交涉①

中俄伊犁谈判是曾纪泽外交生涯中的显赫一笔，对于曾纪泽的交涉和部分权利的挽回，学界中人大都给予了高度评价。但近几年，一些学者提出了不同观点，认为曾纪泽在“重界轻商”思想下对俄国陆路通商特权的让步给近代中国西、北边疆造成了很大损害。然而，从当时的情况出发，要求曾纪泽在伊犁交涉中“商界并重”看似对中国主权有利，实则难以达到。清政府在中俄陆路通商交涉中的节节失利，事实上是晚清政府边疆危机在经济上的表现，不能因此而苛责曾纪泽的修约交涉。
