| 摘 要： | 目标管理是管理当局为顺利实现组织目标而采用的一种有效的管理方法。改革开放以来,以邓小平和江泽民为核心的党中央十分明确地认识到在带领全国人民走向共同富裕的这一远大目标的过程中,确立具体目标,进而有效地指导与激励中国人民向着小康社会迈进,以达到国家进行有效宏观管理的重要性。
