平等抑或不平等:村委会直选制的思辨

直接竞选制相对于其他选举模式来说,其民主化、规范化更胜一筹,尤其是由村民直接推举村民选举委员会成员,由选民直接提名村委会候选人,由选民直接投票选举村委会成员的＂三个直接＂做法保证了村民民主权利的直接行使,也保障了村民意志的真实表达。正因为以上优点,直接竞选制也成为推动农村妇女进村委的支持制度之一。虽然制度本身没有强调对妇女的政策倾斜,但恰恰是这种无性别意识,使一些真正有能力的妇女能与男性有同台竞争的机会、能平等地参与竞选。但令人大跌眼镜的是实施结果却使妇女进入村委会的人数大为下降,制度所营造的机会平等却导致了结果的不尽如人意。原因何在？文章从三个维度对平等抑或不平等进行了思辨,并提出了反思性建议。

Equality or inequality:the Speculation of the Direct Election System of Village

Compared the direct election system with other election patterns,not only the democratization but the standardization of the direct election system are higher.Particularly,the＂three directnesses＂ guarantee villagers＇ rights to vote in the election of the local community,and also protect the villagers＇ rights of real expression.Although the system itself emphasizes to women＇s policy incline,it made some women capable of leadership cannot stand bravely for participating in the campaign.In this paper,the author tried to explore these equal or unequal issues in three dimensions and put forward some reflective suggestions in the end.
