包容性增长视角下的中国发展型社会福利政策论析

在经历了30余年的改革开放后，中国社会正处于史无前例的社会转型时期，经济体制改革和政府职能的转变深刻地改变了社会福利制度特征与政策模式。2007年以来兴起的“包容性增长”主张以经济发展、社会发展和人的发展的统一促进社会福利，解决社会问题，不同于传统的社会福利思想。发展型社会福利政策理论符合“包容性增长”理念，克服了以往社会福利政策中带有的滞后性、缺少包容性与政府干预短期行为等弊端，从中长期发展的战略角度出发，致力于对社会成员的人力资本投资、上游干预、积极就业和人文关怀，认为经济增长和社会发展是不可分割的，强调发展成果惠及所有社会阶层，努力为社会成员发展构建新的社会福利政策实践模式。
