师范生免费教育政策过程探析

摘    要:
2007年我国在教育部直属六所师范大学试行师范生免费教育政策。师范生免费教育新政有着一定的历史基础,更是应特殊时代背景之需而生。政策制定过程体现了“外在因素椎动”与“自上而下发起”相结合的引发特征。由于政策目标与价值取向中所暗含的矛盾性诉求,在政策执行过程中呈现出多方博弈与争议的问题,适当进行评估并适时进行政策调整尤为必要。

Abstract:
Since 2007, "Free Education for Normal University Students" policy has been tried out in six normal universities affiliated to the Ministry of Education. The new policy with its historical basis was born to meet the needs of the times. The policy was driven by both the internal and external forces and was formulated in a top-down manner. Because of the contradictory appeal in the policy aim and its value orientation, some controversies and multilateral games have occurred in its execution. Therefore, it is necessary to evaluate the policy and make some timely adjustments of it.
