论新时期高等教育管理体制改革的时代背景

在新时期高等教育管理体制改革中，在党中央、国务院领导下，各级教育行政部门先后在党中央构建社会主义市场经济体制、实施“科教兴国”战略、开展“三讲”教育活动，国务院实施机构调整和改革，全国人大颁布实施《中华人民共和国高等教育法》和党中央提出贯彻落实科学发展观等重要时期，不断抢抓机遇，大力推进高等教育管理体制改革，初步构建起适应社会主义市场经济体制的高等教育管理的新机制。
