简论城乡协调发展的科学发展观

分析了我国过去重工轻农、重城轻乡的发展观的表现及其危害,根据发展经济学二元经济结构理论和发达国家工业反哺农业的经验,并结合我国国民经济发展的现实基础,提出了实现城乡协调发展的改革户籍制度、加强小城镇建设及提供就业培训等城市利益吸引的“拉力”机制和实行农业产业化、深入开展农村税费改革、政府机构改革及加强基础设施建设等农村发展的“推力”机制探索。

Analysis of the scientific concept of development in the regard of coordination between urban and rural areas

The old concept of development,which attaches the importance to industry but neglects agriculture and pays attention to cities but ignores countryside,and its harm are analyzed.According to the dual economic structure theory in developmental economics and the experience of industry supporting agriculture in developed countries,in view of the realistic foundation of national economy development in China,it is proposed to create a drawing mechanism of urban interests attraction including reforming household registration system,building towns and employment training,meanwhile to create a pushing mechanism of rural development including agricultural industrialization,deepening the reform of rural taxes and administrative changes,government institutions reform and strengthening infrastructure construction.
