关于政府主导城中村改造的探析——以广州城中村改造为例

城中村改造是当前广州市政府工作的＂重头戏＂。城中村作为城市低收入群体,主要又是流动人口相对稳定聚居区,是具有自身逻辑的生存与生态体系。政府以大拆大建为标志的改造,改变的不仅是城市空间形态与外在景观,更是特定群体的生存方式。若要最大限度地让城中村改造行走在公共利益轨道上,政府在有关基础性社会条件培育中,如树立渐进式改造理念,建立或完善公平合理而又具可操作性的制度及机制等方面,都负有不可推卸责任。

An Analysis on Government-led Urban Village Reconstruction:A Case Study of Guangzhou

Urban village reconstruction is top of the agenda for the Guangzhou Municipal Government.As a high density settlement for the lower class,especially the migrant workers with lower incomes,urban village is a place with its particular way of livelihood and lifestyle.The large-scale reconstruction undertaken in the city affects not only the urban landscapes,but also the way of life of a specific group of people.If the government wants to maximize the public interests in its urban renewal projects,some basic social conditions,such as developing the concept of gradual transformation,setting up an equitable system and operable mechanisms,etc,must be paid close attention to.
