| 摘 要： | 公仆道德和百姓道德是社会主义道德建设内容的两个不同层次。公仆道德是社会道德体系中的主导道德,它直接影响着民德民风,也是关系我国社会主义道德建设成败的关键。人民群众的道德建设是我国社会主义道德建设实现以德治国的基础。百姓道德不但包括社会公德,也包括个人私德。在推进社会主义道德建设的过程中,应当区分公仆道德和百姓道德两个层次,从实际出发,区别对待。

| Abstract: | There are two levels of constructing social moral-public servant moral and commonpeople moral, the former of which plays the leading part in influencing the social moral and is key to our social moral construction. Moral construction is the basic to the policy of ruled-by-moral. Common people moral includes not only social moral, but also private moral. Therefore, public servant moral and common people moral should be distinguished in reality in the course of constructing social moral. |
